Job Description:

Business Oregon, the state’s economic development agency, is currently hiring a Learning & Development Partner (Learning and Development Specialist 2 -Limited Duration). If you are passionate about adult learning and committed to fostering continuous professional development this is the role for you. This role plays a critical part in enhancing Business Oregon’s workforce performance, strengthening skills, and supporting our organization’s strategic goals through innovative and impactful training initiatives.

Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This is a hybrid position that may have the ability to work from home, with the expectation of an occasional in-office presence as needed to support business operations.

This is a Limited Duration position and is currently approved through June 30, 2027.  This recruitment will be used to establish a list of qualified candidates to fill the current positions and may be used to fill future vacancies.

Here’s what you will do: 

This position will be the training and development specialist for the agency’s system modernization project, Economic Development Management System (EDMS). This project will have a go-live in mid-2026. Creating and leading training and job aids for this project will be a predominant focus for the first six to twelve months.

  • Assesses organizational and programmatic needs based on agency goals and initiatives in collaboration with leaders, managers, HR staff, employees, and partner talent development organizations.

  • Designs agency-wide training and learning solutions that encompass a wide range of topics that meet assessed needs and further the talent life cycle of the agency.

  • Creates lesson plans and builds training materials including slide decks, handouts, workbooks, and job aids to support learners.

  • Creates assessment and evaluation methodologies to measure the effectiveness of offerings relative to the defined learning objectives.

  • Provides educational opportunities using appropriate formats including in-person classrooms, online/webinar style classrooms, blended learning, and asynchronous learning.

  • Consults and collaborates with managers and leaders at all levels on needed organizational development solutions.

  • Adheres to adult learning theory best practices for accessibility, equity, engagement, and retention of learning.

  • Provides customized offerings to meet team needs/goals, while aligning to agency-wide goals and initiatives.

Minimum Qualifications:
​Five years of work experience designing, planning, and implementing adult education courses, or applying web-based technologies in a blended learning environment; OR

Five years of work experience designing, planning, and implementing organizational development strategies.

A bachelor's degree in Education, Organizational Psychology, Business or Public Administration, Training and Development, Human Resources, Organizational Behavior, or related field may substitute for three years of the work experience stated above.

Requested Skills:

  • Experience training frontline staff, managers, executives, and/or external stakeholders with the ability to facilitate discussion.

  • Experience creating videos, job aids, eLearning modules, facilitator guides, and quick reference tools.

  • Proficiency in tools such as Articulate, Camtasia, Captivate, Adobe products, Learning Management Systems (LMS) platforms, video editing tools, etc.

  • Experience designing complex system training tied to new systems or enterprise implementations.

  • Experience supporting organizational change efforts with an understanding of adult learning.

  • Managing multiple deliverables under tight timelines within implementation schedules.

  • Experience creating and delivering training for a system modernization project.

The Operations Division serves every part of the department and includes all central administrative services. The Operations sections include Employee Services (ESS), Fiscal and Budget Services (FABS), Information Technology (IT), Internal Audit, Communications & Research Services, Modernization & Internal Business Support (MIBS), and Procurement and Contracts (PAC).

The Modernization Program supports the division and its mission by providing continuous evaluation of OBDD’s processes and systems that directly support strategic initiatives and transformation that will grow capability and capacity of internal and external functions, process improvement of business processes, and implementation of technologies that enhance the economic development system for stakeholders resulting in increasing regulatory efficiencies, reducing regulatory burdens, and overall improved delivery of services.
