Job Title: Learning & Development Manager

Your new role
We currently have an exciting vacancy for a Learning & Development Manager to join our HR team in the UK.
The L&D Manager plays a critical role in designing and delivering high-impact learning programmes across Hitachi Rail UK as well as working in close partnership with HR Business Partners, functional leads and key stakeholders to shape and drive the organisation’s learning agenda, building capability, fostering growth and supporting strategic business goals.
Key Responsibilities:
- Design and lead innovative learning programmes that address business needs across all career stages
- Deliver engaging and impactful learning experiences through diverse formats, including workshops, digital learning and blended approaches
- Collaborate with key stakeholders to develop and implement a strategic learning plan aligned with organisational priorities and future capability needs
- Conduct Training Needs Analysis (TNA) to identify skill gaps and inform targeted development initiatives
- Act as a trusted learning advisor, bringing a forward-thinking and evidence-based approach to development strategy
- Monitor and evaluate learning effectiveness using analytics, feedback and performance metrics to continuously improve outcomes
- Stay current with emerging learning trends, tools and technologies to enhance programme relevance and impact
- Partner with the Technical Learning Team to support safety-critical training and technical skills development
- Own and evolve key development areas, including: Soft skills development, Onboarding and orientation, Job-shadowing programmes, Leadership development, Professional accreditations
About you
We are seeking a strategic and forward-thinking L&D Manager to lead the design and delivery of impactful learning programmes across Hitachi Rail UK.
This role will focus on shaping and implementing development initiatives that align with business objectives, with approximately 60% of the role dedicated to programme design and 40% to delivery.
The successful candidate will play a pivotal role in strategic planning, collaborating closely with internal stakeholders to build and execute a learning strategy that supports both immediate capability needs and long-term organisational growth.
Key Skills & Experience
- Proven experience leading L&D initiatives across multiple business units or geographies, demonstrating adaptability and strategic alignment.
- Track record of success in designing and delivering leadership development programmes that build capability and support succession planning.
- Hands-on experience managing and evaluating digital learning platforms, ensuring effective learner engagement and measurable outcomes.
- Strong ability to influence senior stakeholders and drive cultural and behavioural change through learning interventions.
- Expertise in strategic planning, aligning learning and development strategies with broader business objectives.
- Advanced programme design and delivery skills, across both face-to-face and digital formats.
- Exceptional stakeholder engagement and influencing capabilities, fostering collaboration and buy-in across the organisation.
- Skilled in coaching, facilitation, mentoring, supporting individual growth and team development.
- Data-driven approach to decision-making, using analytics and feedback to evaluate impact and continuously improve learning solutions.
- Excellent communication and presentation skills, with the ability to convey complex ideas clearly and persuasively.
- Proficient in learning technologies and platforms, with a commitment to staying current with emerging tools and trends.
Essential Requirements
- Proficient in designing and implementing strategic L&D initiatives that drive business performance and employee growth
- Experience managing learning budgets and external providers, ensuring cost-effective and high-quality programme delivery
- Strong understanding of adult learning principles and instructional design, with the ability to create engaging and impactful learning experiences
- Demonstrated ability to lead cross-functional projects and manage change, aligning development efforts with organisational transformation
- Experience in performance management and talent development, supporting individuals and teams to reach their full potential
Qualifications (one or more of the below)
- Degree in HR, Education, Psychology, Business, or related field
- CIPD Level 5 or above (or equivalent professional qualification)
- Certifications in coaching, facilitation, or psychometric tools (e.g. MBTI, Insights)
- Project management certification (e.g. PRINCE2, Agile)
