Lead Operational Resilience, Business Continuity & Third Party and Intragroup Management (TIPM) – UK

ING is seeking an experienced and proactive leader to join our UK COO organisation as Lead Operational Resilience, Business Continuity & Third Party and Intragroup Management (TIPM). This is a senior execution role with end‑to‑end accountability for the UK implementation and continuous improvement of ING’s global Operational Resilience, Business Continuity, and TIPM frameworks.

This role acts as the UK single point of accountability and subject matter expert, ensuring global standards are translated into effective, proportionate, and sustainable UK execution, fully aligned with ING control standards and local regulatory expectations.

You will work closely with UK business and support functions, Technology and Cyber teams, and global and hub‑based teams. The role has high visibility with UK senior management and governance forums and plays a critical part in strengthening ING UK’s operational resilience, regulatory compliance, and risk profile.

Key Responsibilities

UK Execution & Delivery

  • Lead UK execution of Operational Resilience, Business Continuity, and TIPM in line with ING frameworks.
  • Optimise existing processes, controls, and artefacts to improve effectiveness and sustainability.
  • Ensure Critical Business Services are protected through effective impact tolerances, mapping, and scenario testing.
  • Oversee UK Incident Management, Crisis Management, and Business Continuity planning, testing, and lessons‑learned follow‑up.
  • Coordinate local incident management with Local Major Incident Management (LMIM) and Global Business Incident Management (GBIM).
  • Coordinate Operational Continuity in Resolution (OCIR) and Financial Market Infrastructure (FMI) reporting in line with SRB and ING governance requirements.
  • Oversee the full UK TIPM lifecycle for third‑party and intragroup arrangements.

Stay Safe, Secure & Compliant

  • Ensure compliance with ING policies, control standards, and UK regulatory expectations.
  • Act as the UK accountable control owner for audit, assurance, and review activities.
  • Coordinate testing of control design and operating effectiveness and manage issues through iRisk and approved tooling.

Governance, Oversight & Reporting

  • Chair and run the UK TIPM Committee, acting as Secretary and ensuring effective governance and escalation.
  • Report to UK governance forums (e.g. NFRC, COO‑level committees) on resilience and TIPM risks and issues.
  • Act as the UK point of contact for the Global Event Support Team (GEST), coordinating regulatory incident reporting and communications.
  • Represent ING UK in relevant industry forums and translate emerging regulatory and best‑practice developments into local execution.

Operational Excellence

  • Embed resilience and sourcing considerations by design into UK processes, change initiatives, and sourcing decisions.
  • Drive continuous improvement through simplification, standardisation, and enhanced use of data and evidence.
  • Strengthen alignment between operational, technology, and digital resilience in partnership with Technology and Cyber teams.

Collaboration & Capability

  • Partner with UK business and support functions to deliver joined‑up, practical execution.
  • Act as the UK interface to Global ODCR, representing local dependencies and constraints.
  • Develop hub‑based TIPM and Operational Resilience services to improve scalability and efficiency.

Skills, Experience & Qualifications

Essential

  • Bachelor’s degree or equivalent experience.
  • 5–7 years’ experience in Operational Resilience, Business Continuity, TIPM, or Non‑Financial Risk within a regulated financial services environment.
  • Strong hands‑on experience executing resilience and continuity frameworks.
  • Proven ability to enhance and optimise existing processes and controls.
  • Experience operating within complex governance and senior committee environments.
  • Experience working with cross‑border and hub delivery models.

Desirable

  • Relevant professional certifications in Resilience, Business Continuity, Risk, or Sourcing.
  • Experience engaging with UK regulators (e.g. FCA, PRA).
  • Exposure to regulatory incidents, remediation programmes, OCIR, FMI, or systemic resilience topics.

Personal Competencies

  • Strong understanding of Operational Resilience, Business Continuity, and Third Party & Intragroup Risk Management.
  • Solid knowledge of UK outsourcing and resilience regulatory requirements.
  • Excellent stakeholder management and influencing skills.
  • Confident communicator, comfortable engaging with senior leaders.
  • Collaborative, pragmatic, and outcomes‑focused.
