As a Lead Human Resources Specialist (INFO SYS), you will oversee the strategic management, implementation, and optimization of HR systems to ensure they align with organizational goals and operational needs.

Major Duties:

  • Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within Management Directorate, Office of Human Capital and Training and are assigned based on the need of the agency.
  • Serves as a senior administrator and subject matter expert for various HR systems, platforms, and services offered in support of Human Capital and Training programs across USCIS.
  • Performs a wide range of analytical, consultative, system and management support work to execute HR programs across USCIS, relying on HR expertise the Lead Human Resources Specialist (Information Systems) is a key technical authority.
  • Serves as a coach, facilitator, and/or trainer for team members, leading the team in assessing strengths and weaknesses and providing leadership with process improvements and business efficiency recommendations.
  • Provides technical leadership and guidance, and assistance on complex matters, providing sound solutions to challenging and critical problems.
  • Delivers customized solutions for User Management and Account Updating across HCT Divisions, leveraging expertise in HRIT technology, relational databases, and platforms such as SQL Server Studio, MS Access, and Databricks.
  • Evaluates the feasibility of new systems and development projects using cost-benefit analysis, proposing and authoring functional requirements mapped to technical specifications. Prepares and implements metrics to measure effectiveness of solutions.
  • Analyzes system changes and challenges, collaborating with vendors to troubleshoot and resolve issues while proposing solutions to leadership.
  • Uses expertise in HR management, systems, and business processes as basis for identifying opportunities for continued modernization efforts within and across the HRIT spectrum; provides consultative services to project teams, developers, and leaders.

Qualifications: The qualifications for this position must be met by 11:59 PM (Eastern Time) on 12/05/2025. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. Evaluating and providing detailed technological solutions/strategies to a range of business processes and/or business solutions that align with agency objectives. Leading, coordinating, communicating, integrating and is accountable for the overall success of various assigned projects, ensuring alignment with agency priorities.
