The Opportunity
The Hire & Buy Local Lead is responsible for leading the implementation of TC Energy’s Hire & Buy Local strategy across projects and operations in Eastern Canada. This role ensures that those most impacted benefit most by advancing local and Indigenous employment, contracting, and procurement opportunities throughout the project lifecycle.
The Hire & Buy Local Project Lead works closely with project teams, Supply Chain, and External Relations partners to embed commitments into procurement and delivery models, ensuring local benefit outcomes are measurable, transparent, and aligned with corporate objectives.
This role is central to delivering meaningful local and Indigenous economic benefits, strengthening relationships, reducing project risk, and ensuring TC Energy’s Hire & Buy Local commitments are implemented consistently and effectively across Canada.
What You'll Do
Strategy & Program Implementation
Lead implementation of the Hire & Buy Local strategy for projects and operations in Eastern Canada.
Adapt Hire & Buy Local delivery to different project phases, including early development, construction, and operations.
Support continuous improvement of Hire & Buy Local approaches to reflect evolving project and operational needs and lessons learned.
Procurement & Contractor Integration
Embed requirements into supplier procurement processes.
Collaborate with Supply Chain and project teams to identify opportunities for local and Indigenous participation.
Support evaluation of contractor submissions related to Hire & Buy Local commitments.
External Engagement
Support engagement with Indigenous and local communities related to economic participation opportunities.
Collaborate with External Relations teams including but not limited to Indigenous Relations and Community Relations to ensure consistent messaging and expectations.
Assist with planning and delivery of engagement sessions, open houses, and advisory forums.
Monitoring, Reporting & Compliance
Track and report on local and Indigenous employment and contracting outcomes.
Monitor contractor compliance with Hire & Buy Local commitments and support issue resolution as required.
Provide regular updates to project leadership on performance, risks, and opportunities.
Minimum Qualifications
Bachelor’s degree in Business, Indigenous Studies, Economic Development, Supply Chain, or a related discipline, or an equivalent combination of education and experience.
7+ years of experience in Indigenous relations, community economic development, procurement, infrastructure projects, or related fields.
Experience working with Indigenous and local communities.
Strong understanding of contractor procurement and project delivery environments.
Preferred Qualifications
Bilingualism (French/English) is considered an asset
Experience working in Eastern Canada is also considered an asset
