Lead Electrical Engineer (Commissioning/ Start-Up/Operation)

Location: Basra. Iraq. 28/28 Rotation

Overview

Responsible for leading all electrical pre-commissioning, commissioning, energization, and start-up activities for a Central Processing Facility (CPF). Ensures safe verification, testing, and operational readiness of power generation, distribution, and electrical systems prior to hydrocarbon introduction, in compliance with international standards, and project specifications.

Key Responsibilities

  • Lead electrical pre-commissioning and commissioning activities including cable testing, insulation resistance testing, and functional verification.
  • Supervise energization of MV/LV switchgear, transformers, MCCs, UPS systems, and standby generators.
  • Verify installation and testing of power distribution systems, earthing/grounding systems, and lighting systems.
  • Coordinate relay testing, protection system validation, and synchronization of generators.
  • Review and validate single line diagrams (SLDs), load lists, protection coordination studies, and cause & effect documentation.
  • Ensure proper testing of hazardous area electrical equipment in compliance with classification requirements.
  • Lead black start procedures and staged energization plans in coordination with other disciplines.
  • Manage punch list clearance related to electrical systems prior to mechanical completion and handover.
  • Support integrated system testing and plant start-up activities to ensure stable and reliable power supply.

HSE Responsibilities

  • Ensure strict compliance with project HSE policies and Iraqi Ministry of Oil electrical safety regulations.
  • Enforce Permit-to-Work (PTW), Lock-Out/Tag-Out (LOTO), and electrical isolation procedures during testing and energization.
  • Conduct Job Safety Analysis (JSA) for energization, switching, and high-risk electrical activities.
  • Ensure arc flash risk assessments and electrical hazard mitigation measures are implemented.
  • Participate in Pre-Startup Safety Reviews (PSSR) and SIMOPS coordination meetings.
  • Promote a strong electrical safety culture within the commissioning team and contractor workforce.

Interface & Leadership Responsibilities

  • Lead the electrical commissioning team and coordinate with Mechanical, Process, and Instrumentation disciplines.
  • Act as focal point for Client and PMC regarding electrical system readiness and energization approvals.
  • Coordinate vendor specialists for switchgear, protection relays, generators, and UPS systems.
  • Provide progress reporting, technical clarification, and resolution of field issues during commissioning and startup.
  • Support operations team training on electrical systems, switching procedures, and emergency response protocols.

Compliance & Standards

  • Ensure compliance with IEC, IEEE, and applicable API standards for electrical systems.
  • Verify compliance with hazardous area standards (ATEX/IECEx) where applicable.
  • Ensure adherence to project specifications, protection coordination studies, and grid compliance requirements.
  • Ensure completeness of electrical turnover dossiers, test records, and as-built documentation prior to handover.
