Job Summary: This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Strategic Operations and Regulatory Affairs, Issuances, Records and Information Systems Group (IRISG). As a IT Specialist-Technical Advisor, GS-2210-14, you provide advice to senior leadership for information management (IM) and information technology (IT) business systems, which includes the development of procedures, processes, and methodologies.

Major Duties:

  • This position is located in the Issuances, Records and Information Systems Group (IRISG), Office of Strategic Operations and Regulatory Affairs (OSORA), Centers for Medicare & Medicaid Services (CMS). IRISG is the Agency's focal point for the development, management, and coordination of CMS' issuances and records management functions. The Group also has responsibility for the development, implementation, and evaluation of information technology (IT) solutions to improve the effectiveness of OSORA's business processes, with the ultimate goal of enhancing the level of agency transparency and promoting increased public participation through the application of innovative IT solutions. Duties Include: Lead the integration, design, and re-engineering of OSORA-wide IT systems supporting records management, FOIA, CUI, regulatory business processes, and CMS manuals across CMS. Principal technical advisor to senior leadership on IT and information management systems, recommending strategies, policies, and solutions to improve organizational performance. Lead an enterprise-wide modernization of document management and workflow system, integrating records and information management requirements and security controls, while coordinating across multiple CMS Components and aligning the solution with enterprise architecture and federal compliance mandates. Serve as Contracting Officer's Representative (COR) or Government Task Lead for multi-year, multi-million dollar IT program.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Serving as an advisor to senior leadership or program offices on IT strategy, system improvements, data governance, workflow enhancements, or digital-records modernization. Overseeing IT contracts or vendor services, including developing requirements, monitoring performance, evaluating deliverables, or tracking costs and managing or advising on a program's IT-related budget, resources planning, or multi-year investment needs. Managing or supporting digital workflows used to develop, track publish, or update sub-regulatory guidance (e.g., operational instructions, policy updates, manuals, handbooks) and ensuring accuracy, version control, records management, and timely release of official documents. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
