The primary purpose of this position is: to serve as an IT Specialist, HQ AETC Executive Support, providing high level technical expertise/services for all Information Technology support for the Air Education and Training Command Commander, Vice Commander, Director of Staff, Executive Secretaries, Commanders Action Group, Director of Protocol, 19th Air Force Commander

Major Duties:

  • Plans, coordinates, and installs applications software and hardware for HQ AETC senior leadership and staff Develops proposals and keeps abreast of technological advances to ensure continued optimum service Develops comprehensive instructions for use and maintenance of established hardware, software, and systems and provides guidance and technical assistance in use and capabilities of the systems Provides on-going technical advice to customers in the operation and maintenance of hardware/software systems and a variety of other IT issues

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes experience with systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of team dynamics and in the principles, methods, and practices for integrating information system components sufficient to plan, coordinate, and administer computer hardware/software, systems, and optimize system performance. Skill at relating aspects and parts of a project to the overall needs of the organization in order to guide assigned team and ad hoc group efforts in accomplishing projects. This requires interpersonal, collaborative, and facilitative skills as well as expertise in oral and written communications. Knowledge of the latest advancements in technology to initiate corrective or preventative action to ensure optimum performance of the system Knowledge of performance tuning tools, database management, and project management methods sufficient to optimize systems performance, troubleshoot database performance problems, and perform a wide range of systems administration functions. In-depth knowledge of Red Switch rekeying and troubleshooting. Also in-depth knowledge of STE phones setup and operation In-depth knowledge virtual network configurations for AETC special events, which include but are not limited to offsite AETC Symposiums, AF Blue Summit& and AETC Commander's conferences. Knowledge must include the ability to configure computers, printers, and routers to run/operate on specific IP ranges on the virtual network, to include Windows Server configuration and TCP/IP networking In-depth knowledge VPN installation to include loading all DoD certificates, the VPN client, installing clean access agent, installing connection monitor, and selecting the right client CAC certificate(s). Knowledge must also include the ability to troubleshoot errors that can include firewall port closures, network adapters being disabled, ani incorrect services. In-depth knowledge of webpage creation, management of security groups, and maintenance of content on a SharePoint Portal Server. Knowledge of troubleshooting procedures for Video Tele Conferencing equipment. In-depth knowledge on the design and creation of Visual Basic scripts, maintenance of Active Directory groups, and client-systems trouble shooting Knowledge of base level Network Control Centers, AETC Network Operations Security Center, operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of systems; and to ensure the availability, integrity, efficiency, and reliability of hardware/software. Also, knowledgeable of the various hardware, software development languages, database tools, and network management systems utilized in supporting the AETC senior staff. Knowledge would include products and associated technology such as (list not all inclusive): Land Mobil Radio (LMR) Defense Messaging System (DMS) Multi-Media Systems Virtual Private Network (VPN) Remote Access (RAS) Blackberry Windows Mobile Smartphones and Pocket PCs iPod Desktops Laptops Tablet PCs Secret Internet Protocol Router Network (SIPRNET) Non-classified Internet Protocol Router Network (NIPRNET) Operating Systems (Microsoft Windows 95/98/2000/NT/XP/Vista) Office Systems (Microsoft Office Access, Word, Excel, Outlook, Project, PowerPoint) Helpdesk software (Remedy) Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving hardware, software, and systems to solve complex problems and provide support that fixes or minimizes interruptions in service to customers. Skill at relating aspects and parts of a project to the overall needs of the organization in order to guide assigned team and ad hoc group efforts in accomplishing projects. This requires interpersonal, collaborative, and facilitative skills as well as expertise in oral and written communications. In-depth understanding of the HQ AETC Director of Staff's mission, to include hardware, software, and systems. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
