The primary purpose of this position is to serve as a Cyber Operations Planner in the Cyber Tactical Operations Center (CTOC) within AFCYBER/Joint Forces Headquarters-Cyber (JFHQ-C) Air Force (AF), Operations Directorate (A3) to conduct Offensive Cyberspace Operations (OCO). Develop, validate, and receive approval for detail cyber plans, effects and coordinate Cyber Collection Requirements (CCR).

Major Duties:

  • DUTY 1: Serves as a CTOC Cyber Operations Planner and Mission Manager. DUTY 2: Reviews and validates cyber intelligence operational requirements, and facilitates cyber intelligence operations activities and resources under mission management authorities. DUTY 3: Maintains continuous liaison and represents the JFHQ-C (AF) CTOC with USCC other service cyber headquarters staff, AF and DoD within their area of functional responsibility.

Qualifications: This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions for the GS-2210, Information Technology (IT) Management Series (Alternative A). *** Salary ranges includes local market supplements *** EXPERIENCE: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate: GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. Experience includes extensive knowledge of and skill in applying the full range of policy and planning methods, techniques, and practices to difficult and complex work assignments such as using information systems to capture data in order to develop new methods, approaches, or procedures to validate and facilitate cyber tasking planning effects to support cyber tactical operations center. Comprehensive knowledge of Cyberspace Operations (CO) concepts to include developing strategy and guidance, to support planning and mission execution, analysis of operations, and recommendation for corrective actions to resolve deficiencies. Knowledge in analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF) and USCC as required, by working within and outside the organization to gain support for the organization's goals and objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of Cyberspace Operations (CO) concepts to include developing strategy and guidance, to support planning and mission execution, analysis of operations, and recommendation for corrective actions to resolve deficiencies 2. Knowledge in analytical investigative techniques and provide recommended feasible solutions to JFHQ-C (AF) and USCC as required, by working within and outside the organization to gain support for the organization's goals and objectives. 3. Extensive knowledge of the fundamentals of joint operational command and control, operational art and design, and the Joint Operation Planning Process (JOPP) sufficient to plan, develop, integrate and coordinate AFCYBER Operational Concepts, support plans, requirements, request for support and operations. 4. Knowledge and familiarization regarding Cyber operations to include information operations (IO), electromagnetic Spectrum Operations (EMSO), military information support operations (MISO), cyberspace operations (CO), and Intelligence, Surveillance and Reconnaissance (ISR), Joint and Service doctrine. To effectively develop strategy and guidance, support planning and mission execution. 5. Ability to communicate effectively both orally and in writing; includes but is not limited to preparing and delivering briefings, studies, and executive correspondence. 6. Ability to plan, organize, direct and adjust the functions and work operations of multiple organizational levels and with available resources, and mentor the staff of an organization. Ability to effectively represent the organization with internal agencies, MAJCOMs, HQ USAF/SAF organizations, and intra-agency whole-of-government partner agencies.
