Job Summary: These position are located in Region I - King of Prussia, PA and Region IV - Arlington, TX The supervisor is Michael Dean for Region I and Jill De La Garza for Region IV. This position is not subject to Confidential Financial Disclosure reporting requirements. This position is not subject to security ownership restriction reporting requirements.

Major Duties:

  • The successful candidate will perform the full range of IT Specialist duties. Such duties include but are not limited to: Provide advice and assistance to the Branch Chief and to management on all aspects of IT, telecommunications and audio-visual systems and services to meet business requirements. Manages complex IT, telecommunications, audio-visual and other IT-related projects for the branch, in coordination with staff and headquarters office. Diagnose and resolve problems in response to customer reported incidents. Assess and troubleshoot programs to determine whether customer reported incidents are due to hardware, software, or LAN configuration to narrow problem areas and contacts for effectively and efficiently resolving customer incidents. Perform independent analysis of major regional information processes and operations. Provide advice on the utilization of state-of-the-art systems technology to streamline and achieve efficiencies in business practices. Prepare evaluations of requirements, provide input to the final technical decision, and recommend course of action for management consideration. Perform research into state-of-the-art information technology means, including software, hardware, and communication networks and devices which can be effectively applied to achieve the desired efficiencies. Analyze the findings and develop recommendations. Coordinate the development and implementation of improvements. Conduct analysis to interpret highly complex program needs, determine IT, telecommunications, and audio-visual requirements, and develop the required specifications and associated hardware/software and network configurations. Coordinate with the Office of the Chief Information Officer (OCIO) and other staff interpreting and implementing these requirements. Serves as the communication security (COMSEC) manager or alternate function. Responsible for the operations and oversight of automated systems that provide secure communication and computing information, as well as support to programs and staff activities.

Qualifications: In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE includes applying IT principles and standards to provide technical advice, troubleshoot and resolve issues, evaluate methods and procedures, and manage complex IT tasks. It also requires knowledge of Communication Security (COMSEC) operations, regulations, and policies to support secure equipment. The ideal candidate will be able to demonstrate the following: Demonstrated experience in computer systems analysis and design sufficient to independently perform work starting from the definition of the need for accomplishing work processes by computer through establishing system requirements, analyzing hardware and software needs, implementation, operation, and maintenance of the system. Demonstrated knowledge and experience with microcomputers, other types of computers, Local and Wide Area Networks (LAN/WAN), Inter- and intranet, Client/Server and related software, hardware, and networks. Understanding of the logical working of computers, networks, file servers, utility programs and associated software/hardware configurations and interrelationships. Demonstrated knowledge and experience in Communication Security (COMSEC) operations, regulations, policies, processes, or and roles and responsibilities in supporting secure equipment. Demonstrated ability to communicate clearly and effectively, both orally and in writing. AND demonstrate the ability to work effectively in a team environment as well as and display initiative, professionalism, and resourcefulness in a high-profile customer service setting. Ability to present IT concepts and software functions in a clear, simple manner. Knowledge of and demonstrated experience with project-based information technology tasks and facilitating the work of others involved in group projects.
