The primary purpose of this position is to serve as manager for the Air Force (AF) for cyberspace operations organize, train and equip support to Combat Air Force (CAF), Mobility Air Force (MAF), Special Operations Forces (SOF), and Space Forces weapon systems mission assurance.
Major Duties:
Qualifications: In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes application of analytical and evaluative methods including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how cyber programs are administered, to select and apply appropriate program evaluation and measurement techniques, measure compliance and accomplishments, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of mission assurance problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of cyber security principles, concepts, practices, products, services and methods for evaluating cyber risk and vulnerability, recommending and implementing mitigating improvements, and developing tactics, techniques, and procedures to guide the employment and/or implementation of cybersecurity support for Global Information Grid Operations & Defense; Cyber Counter-Threat; Cyber Warfare and associated mission and MWS operations, exercise, training systems, and Planning, Programming, & Budgeting System (PPBE), acquisition, special operations, or similar AF missions. 2. Knowledge of IT and MWS cyber mission dependences and operational performance management methods required to plan and conduct defensive cyber operations. Assess and advises on new or revised security measures and countermeasures based on the results of findings from cyber operational assessment. 3. Knowledge of a broad range of cybersecurity concepts and principles, operating modes, systems, media, equipment, equipment configuration, and+ related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources (e.g., espionage, disruption of services, destructive programs/applications) and procedures and methods for protection of systems and applications. 4. Knowledge and ability to maintain an up-to-date awareness of emerging cyber technological advances and predict how management can meet future requirements and promote a more proactive and adaptive approach to defensive cyber security. 5. Ability to research, analyze, and interpret high-level guidelines including general, DoD, Joint Service, and military service directives and instructions requiring considerable adaptation and/or interpretation for application to issues or problems. 6. Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
