Overview

The IT Applications Program Administrator manages, oversees, and provides oversight for the development, coordination, implementation, and operations of the department’s application support programs and structures. The IT Application Program Administrator shall assist and guide in establishing current and strategic direction of the City’s IT application support operational processes, by establishing standards and procedures to achieve and improve application support for departments for the City.

Essential Functions

1 Manages all aspects of application support for those departments included in the portfolio; including the plan, design, processes, procedures, of the application environment to develop optimal resiliency of departmental application support, for both cloud and on-premise applications.

2 Oversees all aspects of multiple IT manager and teams’ work, including training, scheduling, performance reviews.

3 Performs equipment assessments and evaluations; monitors and oversees technical staff performing work on various projects, equipment, and instrumentation; works with staff to ensure activities remain on budget and on schedule with limited impact or disruption of services and communications.

4 Oversees that application support is operationalized to enable sustainable growth, efficiencies through improved configuration management, release management, change management and development.

5 Works collaboratively with city departments, executive staff, peers, and vendors to apply the most relevant cost-effective technologies and controls.

6 Reviews and evaluates plans, activities, and work; engages with technicians on current configuration or instrumentation troubleshooting; provides expertise, direction, and management to ensure smooth communications and consistent operational functionality of all equipment and general information technology applications.

7 Is responsible for developing, maintaining, monitoring, and executing the tasks and projects necessary to provide adequate application proper configurations and availability of the technology throughout the City’s on-premises and Cloud environments.

8 Establishes short-, mid-, and long-term goals and objectives; develops and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.

9 Oversees the preparation of management and productivity reports and studies; manages and oversees billing, procurement activities, and equipment management.

10 Oversees the processes to assist departments with application management in new deployments, upgrades, migrations, integrations, and configuration for use in all departments.

11 Oversees and collaborate with other operational teams in the testing phases and operational activities to meet administrative directive and standards for application support, security, data management, and infrastructure.

12 Performs any and all other work as needed or assigned.

1 Knowledge of local, state, and federal laws and regulations.

4 Ability to devise solutions to administrative problems and to plan, assigns, and/or supervises the work of others.

5 Ability to develop and evaluate administrative directives and procedures.

6 Ability to disseminate information through the preparation concise reports.

7 Ability to supervise and manage a staff, assign work, and give performance feedback.

8 Ability to administer budget.

9 Communicating effectively verbally and in writing.

10 Establishing and maintaining effective working relationships.

Minimum Qualifications

EDUCATION:

  • Bachelor's degree in computer science, information technology or business field.

EXPERIENCE:

  • Seven (7) years of combined project management experience in four (4) or more of the following:

    • Managing cross-functional teams

    • Developing and implementing business application and technology solutions

    • Assessing enterprise and/or departmental business requirements

    • Providing governance and advice to business partners

    • Identifying technologies/ methods/ systems used to deliver solutions

    • Managing multiple technical products and projects

    • Overseeing the Portfolio of business technology projects

    • Ensuring projects and development activities are fully aligned with the overall business strategic plan

    • Creating, maintaining, and managing a comprehensive product, project, and service roadmap 

AND

  • Three (3) years of supervisory/management responsibilities. (This experience may be concurrent with the experience stated above.)

EQUIVALENCIES:

  • High school diploma or GED plus eleven (11) years of the required experience including three (3) years supervisory/management responsibilities will meet the education and experience requirements.

  • An associate degree in any field plus nine (9) years of the required experience including three (3) years supervisory/management responsibilities will meet the education and experience requirements.  

  • A bachelor's degree in a non-specified field plus nine (9) years of the required experience including three (3) years supervisory/management responsibilities will meet the education and experience requirements.

  • A master's degree in a specified field plus five (5) years of the required experience including three (3) years supervisory/management responsibilities will meet the education and experience requirements.

LICENSE:

  • Valid driver's license and good driving record.

OTHER REQUIREMENTS:  

  • No FELONY or class A misdemeanor convictions.

  • No class B misdemeanor conviction within the last ten (10) years.

  • No family violence convictions

  • Cannot currently be on deferred adjudication for any felony, class A misdemeanor or class B misdemeanor charge 

PREFERENCES:  

  • Application Development such as CSM, CASE, MCAD

  • Experience with Low Code/ No Code solutions like Power Apps and Apex

  • Experience with Microsoft, Salesforce, Workday and their AI solutions (i.e. Microsoft Copilot, Salesforce Agentic AI and Workday AI Agents)



Salary Range

 

$103,541.19 - $129,426.48


 

The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
