DUTIES: As a INTERNAL CONTROL ANALYST (NGT59034P1), GS-0501-11, you will function as the Financial Management (FM) focal point for the Financial Improvement and Audit Readiness (FIAR) initiative, as well as, advise the Comptroller and Wing Commander in all matters relating to FM FIAR within the FM community. The incumbent will provide direction and leadership, under the Comptroller's authority, towards the planning, implementing and achievement of the FM FIAR initiative within the Wing. This work requires knowledge and skill in the application of related laws, regulations, precedents, methods, and techniques of budgeting. PHYSICAL DEMANDS: The work is generally performed in a typical office setting. There are no special physical requirements to perform work. Use of a personal computer or CRT and printers are mandatory. WORKINGENVIRONMENT: The employee works in an office with adequate heating, ventilation, and lighting involving everyday risks or discomforts. Normal safety precautions are required. GENERAL EXPERIENCE: Knowledge, skills, and abilities for: - Skill in collecting and analyzing data effectively, efficiently, and accurately. - Skill in applying procedures and directives by reading and interpreting program material. - Skill in presenting formal training presentations and briefings. - Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Applicant must possess at least ONE (1) year of specialized experience at the next lower-level grade GS-09 position or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as serving as the CSS point of contact for day-to-day budget/financial issues; working with Comptroller Flight's budget office to obtain, monitor, and tracidentifying and analyzing changes in budgetary and/or financial policies, regulations, constraints, objectives, and available funds that affect the accomplishment of program objectives; conducts research, identifies, and analyzes trends in the use of funds; interpreting the impact of and planning for multi-year financial/budgetary and program changes; identifying and analyzing program risks and tests controls, weaknesses, and/or deficiencies; providing technical internal control advice on military pay, civilian pay, travel pay, disbursing and collection, accounting, vendor and contract pay, budget, and systems administration. NOTE: This is a Financial Management Level II Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.Members of the financial management workforce must achieve the appropriate certification level for their positions within TWO (2) years of notification of applicable certification requirements or the period of any extension. Failure to comply with this directive will result in terminated employment.
