Under general direction is responsible for leading the City’s government relations and legislative programs by reviewing, monitoring, and analyzing proposed legislation that could impact the City and by disseminating legislative information to others including City staff, City Council, community stakeholders, and local, State, and Federal legislators. Manage legislative advocacy strategies with city departments, lobbyists, and the supervision of the policy analyst. Serving as a liaison to outside entities and other levels of government and representing the City to boards, commissions, the State and Federal Government and other authorities.Applicants are required to attach a resume and cover letter.

Researches and reviews key pending legislation that may affect the City; interprets and analyzes potential impacts and prepares and coordinates appropriate responses to City staff, lobbyists, local, State, and Federal legislators, and/or others as appropriate; monitors and tracks pending bills to ensure timely and appropriate responses are sent.
Researches, prepares and distributes background information on legislative policy issues.
Makes and facilitates appointments with members of Congress, members of the Texas legislature, legislative staff and other persons representing legislative and regulatory agencies and maintains strong relationships with them.
Advocating and representing intergovernmental relations by attending meetings, forums, and gatherings with other cities, government agencies, and affiliated organizations to represent the City of Georgetown and regularly communicating with city leaders, providing updates on external developments and actions that may affect the city.
Build and maintain strong relationships with key officials, stakeholders, and decision makers to promote the city’s agenda, serving as a contact for government-related matters and acting as a strong advocate for the city’s interests.
Responds to and resolves inquiries and requests for information involving legislative matters. Or franchise utility matters.
Manages the policy analyst position.
Directs the filing of legislation and provides oral and written testimony
Manages the legislative task force and the City of Georgetown’s State and Federal legislative program
Develops and advocates a City-wide legislative program.
Maintains effective relationships with franchised utilities.
Acts as a resource for strategic partners such as TML and NLC.
Coordinates legislative program for the City.
Coordinates with the City's contract lobbyists.
Prepares items for Council consideration and provides reports and analysis of activities.
Provides communication, outreach and community engagement.
Regular and consistent attendance for the assigned work schedule is essential.
Other duties as assigned.
MINIMUM QUALIFICATIONS:
Education, training and Experience Guidelines
Bachelor’s degree with major coursework in Public Administration, Political Science, Business Administration, or a related field. Five (5) years of experience in monitoring and responding to proposed legislation and in working with the Texas legislature regarding legislative issues. Master’s degree preferred.
Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above-specified education and experience requirements.
Knowledge of:
Legislative procedures as they relate to municipal operations; public policy development and analysis; franchised utilities, rights of way management; local and State franchise regulations; accounting principles to track and report franchise revenues and expenditures.
Current city practices, policies, and procedures

Knowledge of contract language, terms, conditions, etc.

LICENSES AND CERTIFICATION REQUIREMENTS
Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three-year driving history.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
This is primarily a sedentary office classification, although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
Hiring Range: $101,333.96 - $126,942.40, annually.
