The primary purpose of an INTERDISCIPLINARY SUPERVISORY GENERAL ENGINEER/ARCHITECT, NH-0801-4, NH-0808-4 is to serve as a Section Chief responsible for the execution of the United States Visiting Forces, Military Construction program in the United Kingdom (UK) on behalf of US Air Force and all Department of Defense agencies seeking MILCON project execution in the UK.
Major Duties:
Qualifications: In order to qualify, you must meet the Specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirement (IOR) for the GS-801, General Engineering Series and GS-808, Architect Series. GS-0801 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. GS-0808 BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year, or will have one year within 120 days of closing of this announcement, specialized experience at the next lower grade NH-03, GS-13, or equivalent in other pay system. Specialized experience is described as the ability to manage and execute all design and construction phases related to MILCON or other large-scale new construction, renovations, and improvements for facilities AND oversee staff to ensure projects are executed within requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques required to execute mission critical projects and programs enabling United States Visiting Forces (USVF) mission readiness in the European theater. 2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence facility acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. 3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting projects being executed, and in planning, organizing, and directing the functions and staff in critical aspects of development, construction, and/or support of facilities and infrastructure. 4. Knowledge of and skill in coordinating current US and Host Nation laws and regulations as they pertain to Facility Engineering and designing and constructing facilities on Host Nation property for use by US forces. 5. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
