This position is located onsite at the NASA Johnson Space Center in Houston, TX.

The Integrated Biomedical Laboratory and Division Support Functional Manager (FM) is responsible for the work performed in the Immunology and Virology, Microbiology, and Core Support Laboratories as well as Statistics and Data Science Team, Laboratory Support Services, and other division support resources. The scope of work includes tasks supporting the following NASA Programs: International Space Station, Extravehicular Activity and Human Surface Mobility (EHP), Orion and Gateway Programs, Artemis, as well as Crew Health and Safety (CHS).

The FM is responsible for Human Health & Performance Contract 2 (HHPC2) work performed in the Research Department, specifically serving as a primary customer interface to the Biomedical Research and Environmental Sciences Division (SK) and the Environmental Sciences Branch (SK4). The incumbent provides oversight to the Division Support and Biomedical Operations Cost Account Managers who are responsible for maintaining budget and schedule for all assigned tasks. The FM performs both strategic and tactical planning for the laboratories and resources listed above to effectively manage resource allocation, thus ensuring contract performance goals are met and directly manages HHPC2 personnel within the section and other staff as assigned. The FM is expected to build and maintain high performing technical teams through mentorship, relationship building, cross-utilization and providing growth opportunities through delegation are key aspects of the position.

The Manager will occasionally interface with HHPC2 management at the Program and Department levels to include Senior HHPC2 management, functional organization representatives, other Research Department Functional Managers, Task Order Managers and Cost Account Managers.

The FM will ensure adherence to HHPC2 and Research Department policies on contract training coordination, safety, and quality oversight. The Manager works in a very dynamic and challenging environment where integration, coordination, communication, problem solving, and negotiation skills are required for success.

RESPONSIBILITIES:

  • Responsible for compliance with Safety, Health, and Environmental plan; must be committed to a high standard of safety and be willing and able to comply with all safety laws and all of the Company’s safety policies and rules and must be willing to report safety violations and potential safety violations to appropriate supervisory or management
  • Responsible for compliance with the Quality Assurance Plan, policies and procedures
  • Must maintain regular and acceptable attendance level as determined by the company
  • Responsible for completing all assigned training
  • Ensure compliance with HHPC2 and KBR standard policies and procedures    
  • Provide administrative management support for assigned staff including processing personnel requisitions, selection, onboarding, compensation review, performance evaluation, training, and career development
  • Provide oversight of laboratory operations, ensuring that work performed is planned, resourced, and managed appropriately and according to established quality procedures and protocols
  • Oversee technical area product development and customer negotiations; customer satisfaction; issue resolution
  • Responsible for deliverables documented within FM area, as well as for work performed by direct reports that is conducted on different TOs, to ensure that contract performance, cost, and schedule goals are met
  • Oversee the execution of technical tasks, including hands-on mentorship of technical staff
  • Approve timesheets, leave requests, and travel documents
  • In coordination with the management team and Technical Leads, process awards for high performance and assist with discipline/conflict resolution as necessary
  • Develop and maintain succession plans for this position as well as for the Technical Leads and Cost Account Managers
  • Support HHPC2 Program and Departments to ensure that directives are carried out at the FM level
  • Share knowledge, implement lessons learned & best practices at every opportunity. This will include identification and remediation of corrective and preventive actions
  • Negotiate with other Managers for access to resources to support integrated projects
  • Participate in new business development through identification of opportunities and participation in capture and proposal activities as well as supporting NASA commercialization efforts utilizing the KBR Space Act Agreement
  • Contribute to HHPC2 areas of emphasis and implement process improvements and efficiencies
  • Other duties as assigned  

REQUIRED EDUCATION/EXPERIENCE:

  • Candidates must meet the requirements listed below to be considered for this position; please note required items on your resume.
  • This position requires US Citizenship or Permanent Resident status due to the sensitivity of customer related information.
  • Bachelor’s degree in environmental, biological science or other related fields.
  • Ten (10) years of applicable professional experience which has led to increasing levels of technical and managerial/leadership responsibilities.
  • Experience with KBR, NASA and/or NASA systems, policies, procedures and programs.
  • Prior formal experience leading others is required.   

DESIRED EDUCATION/EXPERIENCE:

  • Subtask Lead / Cost Account Management experience
  • Project Management certification and/or formal training

REQUIRED SKILLS/TRAINING:

  • Ability to develop and maintain exceptional customer relationships.
  • Proven ability to lead highly skilled technical workforce to produce products that meet quality, safety, performance, cost, and schedule requirements.
  • Excellent leadership and interpersonal skills. Ability to lead and motivate personnel to high standards of performance and increase efficiency.
  • Ability to identify problems and review related information to develop and implement solutions. This includes ability to deal with difficult personalities and challenging situations.
  • Excellent oral and written communication skills. Ability to communicate effectively with Project Managers, Project Leads, section personnel, customers, and with contract colleagues is essential.
  • Ability to attain and maintain respect and confidence of the customer and contract personnel. A close, cooperative customer interface is essential.
  • Solid working knowledge of Microsoft Word, Excel, and PowerPoint.
  • Mature, professional judgment in establishing objectives, milestones and priorities.
  • Reliable and dependable work habits and the dedication to get the job done.
