Job Summary: THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. NEW MEXICO ARMY NATIONAL GUARD (YOU MUST BE A PERMANENT PRESENTLY EMPLOYED EXCEPTED FEDERAL TECHNICIAN IN THE NEW MEXICO ARMY NATIONAL GUARD TO BE ELIGIBLE FOR THIS POSITION) *This is a 2yr temporary promotion* This National Guard position is for a INSPECTOR GENERAL, Position Description Number T6376900 and is part of the NM Command Administrative Office, National Guard.
Major Duties:
- This position is located at the Joint Force Headquarters State (JFHQ-State), this position serves as a principal confidential representative and advisor to The Adjutant General (TAG). The primary purpose of this position is to provide TAG with a continuing assessment of operational and administrative effectiveness of the Command. Provides technical guidance and advice to commanders including conducting inspections, investigations, inquiries and providing continuity, coordination and control in the effective execution of s/t/dc national guard units. The IG provides the full range of IG support services to all assigned personnel and their families. Performs Investigation of Fraud, Waste, and Abuse, Whistle Blower Reprisal, and Restriction IAW USC 1070 and DOD IG Policy. Oversees Investigations into IG misconduct or mishandling. Oversees investigations of FWA or any other violation of law, regulation or policy. Determines responsiveness of organizational replies and adequacy of response/corrective actions taken to issues referred to the command for investigation. Deals directly with the commanders and upper-level leadership in the resolution of issues and complaints. Maintains, controls, and follows up on each case until resolved and closed. Prepares reports analyzes trends for the IG and JFHQ (St) leadership. Serves as an instructor/facilitator in explaining Army or Air systems, procedures, and processes as they relate to issues and complaints brought to the IG; develops recommendations based on trend analysis for proactive steps to prevent or address negative trends or reinforce positive trends. (25%) Inspects assigned areas to identify procedural deficiencies and compliance with regulatory procedures. Determines responsiveness of organizational replies and adequacy of response/corrective actions taken on reported deficiencies resulting from reports of general, procurements and technical inspections. Participates in developing courses of action to assist all levels of management across functional lines throughout the State and higher headquarters for resolution of controversial issues/problems. Manages a follow-up program for reported deficiencies through contacts within DOD/DA/SAF/NGB/State IG offices/Internal Review/AAA/ inspected agencies, commands and activities. Performs long range planning and analysis, systematic research, collects, organizes, and analyzes pertinent data to determine and identify major systemic issues. Examines and analyzes data and narrative information. Portrays results in terms of functionally related issues and perform problem and trend analysis to provide an assessment to the TAG, leadership and staff. Conduct special and follow-up inspections, inquiries, and investigations as directed by the NGB IG or TAG Prepares and reviews periodic and recurring IG reports and analyses of deficiency trends for the JFHQ (St) presents these trends to higher IG and or JFHQ (St) leadership. Assists MTOE, TDA or UMD Commanders by providing timely information and guidance and working proactively to correct systemic problems which impact mission support, Soldiers or Airmen and command readiness. Conduct special and follow-up inspections, inquiries, and investigations as directed by the IG. Manages theInspector General Systems of Record databases for case entry, performing IG Quick Look inquiries and special inspections in areas of concern. Reviews pre-deployment individual and unit checklists to ensure regulatory compliance. Develops and updates internal office protocol and guidelines. Manages internal office budget. Exercises supervisory personnel management responsibilities. Trains employee(s) in assigned duties and responsibilities. Assigns work, establishes priorities, and ensures technical quality of work products. Initiates personnel actions, approves leave, resolves employee complaints, exercises disciplinary control, establishes performance standards and evaluates performance. Provides technical guidance, advisory support, policy, and direction, as applicable, to lower graded team members in conducting inspections, investigations, inquiries, teaching and training, and/or fact-finding visits in compliance with laws, guidelines, and objectives of National Guard Bureau (NGB), Department of the Air Force (DAF), Department of the Army (DA), and Department of Defense (DoD). Provides professional, seasoned analysis and advice to the Wing IG. Performs other duties as assigned.
Qualifications: GENERAL EXPERIENCE: Experience, education, or training which has provided the applicant with skill in collecting and analyzing data effectively, efficiently, and accurately; knowledge of applicable laws, directives, regulations, policies, and procedures; skill in interpersonal communications, empathy, and effective listening; ability to organize thoughts, research materials, and manage case projects; skill in comprehending and interpreting directives and laws; ability to enunciate without impediment of speech that would interfere or prohibit effective communications; ability to write reports and presentation formats; and ability to communicate -orally and in writing- clearly and effectively. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade.
