Job Summary: The Supervisory Inventory Management Specialist position is in the Supply Chain Management service of the VA Boston Healthcare System located at the Brockton campus for non-expendable (NX) assets/materials. The position oversees multiple series and is recognized as the Material Management Division's subject matter expert and serves as a consultant to the Chief Supply Chain Officer (CSCO) and Assistant CSCO on property management matters for material management concepts and practices.

Major Duties:

  • The Supervisory Inventory Management Specialist occupies a major position in the Supply Chain Management Service and is critical to the operations of the medical center and supported catchment areas. Duties include, but may not be limited to the following: Lifecycle Management: responsible for the lifecycle management of non-expendable assets; develops multi-year equipment/NX plans; utilizes advanced automated non-expendable planning tools; participates in strategic planning, quality management of the equipment program, equipment replacement planning on a progressive basis, integrated with management budgetary plans and consistent with life expectancy of equipment; utilizes performance improvement methodologies to improve the overall management of NX assets; conducts analysis and uses intensive knowledge of NX assets to make recommendations about standardization opportunities. Conducts data analysis regarding NX asset needs based on disparate data points including multiple factors which impact procurement decisions. Participates in VISN and facility strategic planning to support minor and major construction projects. Develops and supports the creation of acquisition strategies and standardization initiatives. Supply Management: responsible for the management and control of NX equipment and the inventory management of all NX assets; provides full logistics and supply chain support of pre-planning, preparation and equipment purchases; implements and monitors automated NX inventory management systems; and analyzes, studies, develops, and directs systems in connection with the NX requirements. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Manages the equipment / supplies for multiple programs. Trains and assists delegated staff. Schedules and conducts physical inventories. Supervision: supervises employees from separate but interrelated units; makes recommendations for promotions, reassignments and awards; develops position descriptions and performance standards; conducts semi-annual and annual performance reviews; assists subordinate staff with performance issues; schedules and grants leave; monitors overtime usage; resolves informal complaints and grievances; develops the ability of subordinate staff; develops individual development plans for professional growth and development; coordinates and integrates various technical units to ensure compliance; conducts on the job training and in service training; and assesses training and educational needs and implements training programs. Writes, develops, interprets and implements policies and procedures to ensure an efficient program. Serves as Training Officer for the Material Management Section of the Supply Chain Management service. Performs other related duties as assigned. This position is subject to review and possible re-classification in accordance with government wide Office of Personnel Management (OPM) standards. Reviews could result in a change to lower grade.

Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement . Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: One (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. Specialized experience includes: planning, coordinating and executing an inventory and materials management program; directing and overseeing the lifecycle management of individual assets; conducting data/information analysis for acquisition planning; managing and controlling non-expendable equipment and assets; and exercising supervisory responsibilities to include planning, assigning and evaluating work and resolving complaints. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. OR Education: Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR Combination: Possess equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Manages work around warehouse equipment, carts or machines. The use of protective clothing or gear such as masks, gowns, safety shoes, goggles, hearing protection and gloves is frequent. Areas of work managed range from extremes of temperature, humidity and ventilation controlled areas to no environmental controls at all. Operations require special handling, storage and spill containment procedures and training.
