Job Summary: The Inpatient Pharmacy Supervisor for the VA Central Ohio Healthcare System is responsible for controlling and providing medications to patients and healthcare providers through a variety of avenues, providing information to staff, healthcare providers and patients, and managing allocated resources as efficiently as possible. The Inpatient Supervisor is responsible for supervision and management of these services and the personnel who provide them.

Manages daily operations. Provides direct supervision to designated personnel and assists the Associate Chief of Pharmacy Services with supervision of other pharmacy employees. Interviews and selects prospective employees, assigns personnel, and mentors staff. Conducts performance reviews and competency assessments in accordance with HR requirements. Writes functional statements and performance standards. Recommends appointments, advancements, within-grade increases, disciplinary actions and other HR actions as appropriate. Communicates the VHA Strategic Plan through performance standards. Approves/disapproves leave requests, formulates schedules, performs timekeeping, and ensures adequate staffing for clinic operations. Ensures compliance with DEA, FDA, VHA, VISN regulations and policies, The Joint Commission standards, and all other applicable internal and external governing bodies. Projects and justifies personnel, equipment, and space requirements. Ensures adequate stock levels, proper storage, monitoring of dated medications, and sound inventory control. Establishes section goals aligned with department goals. Assists in development and updating of inpatient pharmacy procedures. Resolves complaints and group grievances; recommends appropriate actions. Collaborates with other services to coordinate work-related changes. Represents pharmacy in resolving inpatient dispensing concerns. Performs duties of an inpatient/outpatient staff pharmacist when necessary. Chairs pharmacist and technician staff meetings as assigned; prepares agendas and minutes. Reviews section activities for compliance and takes corrective action when needed. Coordinates inpatient controlled substance ward stock distribution, including inspections and reporting. Coordinates monthly pharmacy ward inspections with the POC Manager. Investigates traumatic and occupational injury claims for pharmacy employees and assists with claims and light duty assignments. Selects and manages subordinates based on organizational goals and staffing needs. Addresses performance problems. Implements recruitment, retention, and development strategies aligned with organizational goals. Plans workforce requirements and maintains succession planning. Maintains competency plans for supervised positions. Clinical Duties/ Inpatient Pharmacist Provides expertise in drug interactions and incompatibilities through consultation with physicians, nurses, and patients. Advises medical staff regarding formulary availability, dosing, adverse effects, and therapeutic considerations. Recommends alternatives when necessary. Maintains a current pharmaceutical reference library. Advises medical staff on dosing, therapeutic use, administration, toxicity, precautions, drug interactions, bioequivalence, and bioavailability. Develops and maintains quality assurance monitors for inpatient pharmacy services and reports findings. Coordinates medication error reviews, adverse drug reaction reporting, allergy screening, and drug interaction screening. (7) Works with clinical coordinators and pharmacists to maintain inpatient clinical services. Education and Staff Development Identifies continuing education needs of staff. Plans and coordinates professional continuing education. Coordinates training activities for pharmacy personnel including new employees, residents, and students. Trains personnel in pharmacy techniques and equipment use in collaboration with the sterile compounding program manager, automation pharmacy Technician, and other pharmacy personnel. Organizes and participates in staff development programs. Conducts routine meetings to foster communication and service improvement. Quality Assurance/Quality Improvement Develops and documents competency and training measures and establishes performance and quality monitors for areas of practice within the inpatient/satellite pharmacy. Routinely monitors services, identifies opportunities for improvement and/or inefficiencies, and coordinates process improvement work within the inpatient/satellite pharmacy. Reviews medication error and incident reports and implements system changes to reduce recurrence. Collaborates with facility staff, services, and leadership teams to ensure high levels of internal and external customer service. Develops programs to improve areas of deficiency. Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Education Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. Graduates of foreign pharmacy degree programs meet the educational requirement if the 2 graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet Based Test (TOEFL iBT). Licensure. Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16. Grade Determinations: GS-13, Pharmacy Supervisor Responsible for the professional and administrative management of an assigned area in pharmacy service, to include budgetary execution. Such individuals have responsibilities for supervising multiple pharmacists and technicians. Manages people, maintains effective interdepartmental relations, and cooperates with other services to accomplish the medical facility's mission and goals. Develops performance standards, assures that the program area is compliant with all regulatory and accrediting body requirements, designs and implements orientation and training programs for staff, and develops and maintains systems to monitor the performance of staff activities. Develops policies and procedures relative to their assigned area. Experience: In addition to the GS-12 requirements, must have 1 year of experience equivalent to the next lower grade level. Pharmacists assigned to this position must demonstrate the following KSAs: a. Ability to effectively supervise subordinate staff. b. Ability to communicate orally and in writing to persuade and influence clinical and management decisions. c. Expert understanding of regulatory and quality standards pertaining to pharmacy. d.
