Job Summary: This developmental position, located in the Group Practice Management Section, Office of the Chief of Staff, VA Long Beach Healthcare System, reports to the Ambulatory Care Operations Director (ACOD) / Group Practice Manager (GPM). The primary purpose of the position is to provide assistance & support to the ACOD/GPM & to all ambulatory care services in the facility & related Community-Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.

Major Duties:

  • This position reports to the Ambulatory Care Operations Director (ACOD) / Group Practice Manager (GPM). The primary purpose of the position is to provide assistance & support to the ACOD/GPM & to all ambulatory care services in the facility & related CBOCs as it relates to access to care, as applicable. The incumbent is responsible for Primary Care, Mental Health, Surgery, Medicine, or Ancillary ambulatory clinics oversight & integration into an efficient Clinic Practice Management (CPM) model. The incumbent ensures a high-quality patient experience for Veterans, using their feedback, as well as that of their family, employees, expert clinical staff, & the ACOD/GPM. The incumbent provides data, reports, & assistance to the ACOD/GPM to develop strategic plans for the facility as it relates to access to care. Major duties include, but are not limited to: Provide access-related consultative services, working in collaboration with facility Service Lines, to review & develop guidance & policies that will facilitate standardized processes within the facility & applicable CBOCs, etc. Work with Veteran Experience Officers within the local facility to evaluate patient/family concerns regarding the access to services needed. Assist supervisor in coordinating efforts to ensure patient concerns are received, evaluated, & addressed in a timely & effective manner by the appropriate subject matter experts. Provide accurate data to ensure that processes & procedures developed are appropriately supported. Assist in the evaluation of outpatient care patient feedback for access & quality measures at the facility. Utilize an analytics system for the collection & analysis of outpatient care patient feedback for access & quality measures. Evaluate & recommend changes for continuous process improvement. Collaborate with Veterans Experience, clinic management, scheduling, & analytical groups. Utilize advanced principles & strategies for access improvement to review & provide recommendations to Clinical Leads (CLs), including identifying strategies to reduce backlog. Monitor existing or emerging workflow issues; monitor consult management issues & provide guidance to CLs & Administrative Leads (ALs) when required. Monitor Information Technology (IT) usage & issues & provide information or assistance to CLs as needed. Have advanced experience with data analytics and advanced techniques, including the use of SQL, OpenAI, and advanced Microsoft applications such as Pyramid Analytics. This also includes the creation of customized databases and dashboard management. Assist clinic managers in forecasting the impact of staff changes & develop countermeasures to mitigate the effect of staff shortages on access to care. Make recommendations to managers regarding the allocation of resources, including the potential use of community care options. Monitor & make recommendations to adjust plans to effectively accomplish the mission within budgetary constraints. Perform cost analysis & cost-effectiveness studies to determine make/buy decisions to address gaps. Provide administrative program advice for ambulatory care clinical support services. This may include interpreting policies, making recommendations for local policies, assisting managers in defining administrative requirements, &/or providing advice to higher-level leadership on related issues. Evaluate & monitor administrative activities & make substantive recommendations for program improvements. Perform demand/capacity analysis, templating, & scheduling. Act as a liaison or point person for communications with persons &/or groups internal or external to the facility, representing Group Practice Management on clinical access issues. Promote effective communication & optimal information flow within the clinics. Follow the established communication plan regarding reporting procedures for CPM access. Identify modes of communication & reporting templates. Utilize or create standardized templates for Access Reporting. Perform other duties within the program as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/11/2026. Time-In-Grade Requirement: Applicants who are current Federal employees & have held a GS grade at any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07 level. The grade may have been in any occupation but must have been held in the Federal service. Qualifying specialized experience is defined as progressively responsible analytical or administrative work, clinical management, providing data, reports, and assistance to the ACOD/GPM in their work in the development of strategic plans for the facility as it relates to access to care. This work may have been performed in an operating healthcare facility or a higher organizational echelon with advisory or directional authority over such facilities. Qualifying specialized experience is defined as progressively responsible analytical, business administration, clinical practice management, or supervisory experience in the health care field. This experience may have been gained in an operational health care facility or at a higher organizational echelon with advisory or directional authority over such facilities. The work must have involved close working relationships with facility managers, service chiefs, and executive leadership at both the local and VISN levels. Responsibilities should include analysis and synthesis of data, data management, and the implementation and coordination of administrative, outpatient clinic practice, or other service activities. This experience should provide comprehensive knowledge of the missions, organizations, programs, and requirements of health care delivery systems, as well as experience in resolving problems in a developmental capacity and presenting recommendations for improvement. OR, Education: Successfully completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D in a related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). Education must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Combinations of successfully completed graduate-level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements.
