Note: Effective February 1, 2026, the Oregon Judicial Department (OJD) will implement a cost-of-living salary increase of 2.5%.

Starting Salary: In this job profile, we offer candidates new to OJD up to the fourth step of the salary range, depending on experience. You are potentially eligible for a 5% annual increase.

Who We Are

The Enterprise Technology Services Division (ETSD), part of the Office of the State Court Administrator (OSCA) within OJD, is hiring a Microsoft 365/Mobile Devices Support Specialist (Information Technology Specialist) to join our team in Salem, Oregon.

Position Highlights

In this role, you will resolve specialized and complex technical issues and be responsible for OJD’s enterprise-wide systems performance of the Microsoft (MS) 365 and mobile device solutions systems. You will support customers throughout OJD: in OSCA, the Supreme Court, the Court of Appeals, the Tax Court, and circuit courts across the state. You will also establish and maintain positive working relationships with external stakeholders to optimize performance and communication.

Essential Duties

MS 365

  • Architect, configure, test, implement, manage, and maintain MS security tools for all MS 365/Azure solutions, MS Teams, and cloud services.

  • Architect, configure, test, implement, manage, and maintain MS 365/Azure and OnPrem Exchange systems.

  • Evaluate and recommend cloud-based and MS 365/Azure features.

  • Administer and manage MS 365/Azure cloud license.

  • Troubleshoot and mitigate security incidents.

  • Analyze information on configured items provided by MS; MS 365/Azure statistics and reports.

  • Ad hoc configuration and data analysis through PowerShell.

  • Administer secure access to MS Azure services.

  • Analyze potential risks or gaps of Microsoft 365/Azure and OJD.

  • Manage and administer the OJD Entra IDs

  • Manage and administer conditional access policies for the OJD tenant(s).

  • Manage and administer OJD tenant(s) and subscription(s).

  • Investigate and advise on new MS 365/Azure technology and functionalities.

Collaborate with ETSD Teams

  • Telecom Services Team on network accessibility and security.

  • Server Team on physical/virtual servers, SAAS, IAAS, and PAAS.

  • Desktop Team on endpoint management, SCCM, mobile device support, and MS 365 features.

  • Web/SharePoint Team on cloud-based services.

  • Help Desk Team on processes, procedures, documentation, and training for MS 365 and mobile devices.

  • EISO on eDiscovery requests and mitigation of security incidents found through Microsoft security tools and mobile device security solutions.

OJD Mobile Devices

  • Configure, design, manage, and administer Mobile Device Management and Apple hardware.

  • Configure, design, manage, and administer mobile cloud storage for OJD devices.

  • Service provider line management (e.g., cost controls, inventory management, deployment, and user account management).

  • Evaluate and recommend purchases of devices and accessories.

  • Analyze, test, deploy, maintain, and manage apps for OJD issued mobile devices.

  • Troubleshoot and respond to security incidents and mobile device issues.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must have a bachelor’s degree in computer science, information technology, management, public administration, or a related field.

AND

At least four (4) years of technical experience in the duties and infrastructure support required for the position.

OR
Any combination of education and experience equivalent to eight (8) years of experience that typically supports the knowledge, skills, and abilities for the position.

Special Qualifications

Possession of a current driver’s license in good standing, an acceptable driving record, and the ability to obtain or maintain a driver’s license in Oregon to operate an Oregon Department of Administrative Services-owned motor pool vehicle for when work travel is required.

Requested Skills and Attributes

  • Experience with a variety of computer applications and processes, including Windows 11, MS 365, and Apple iOS.

  • Microsoft 365 administration experience preferred.  

  • Entra ID administration experience preferred.

  • Azure administration experience preferred.

  • Strong knowledge of Azure Active Directory, Role-Based Access Control (RBAC), and Conditional Access policies.

  • Understanding of MFA and identity protection.

  • Experience in and knowledge of Azure Arc, on-premises integration, and migration strategies.

  • Experience using Azure Monitor, Log Analytics, and Application Insights.

  • Experience diagnosing performance issues and resource optimization in Azure.

  • Cloud licensing administration experience preferred.

  • Moderate-to-advanced PowerShell experience preferred.

  • Extensive experience with mobile devices, including Apple devices, and Mobile Device Management is preferred:

    • MDM administration

    • iPhone administration

    • iPad administration

    • Vendor/carrier administration

    • Security and compliance

    • User and device administration

  • Familiarity with project management and a demonstrated ability to balance multiple projects simultaneously.

  • Experience providing customer service in person, by phone, by email, and over chat.

  • Experience providing IT support services to a variety of skill levels for end-users across multiple locations and a demonstrated ability to explain technical issues in plain language.

  • Experience developing and maintaining strong working relationships with a wide variety of individuals.

  • Experience troubleshooting and mitigating security incidents.

Working Conditions

  • This is a full-time position, and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek. 

  • Occasional after-hours, night, or weekend work may be required.

  • Driving to OJD locations statewide to provide assistance is required and may include overnight stays.

  • Hybrid work may be available for this position. All hybrid work assignments begin, end, or change only with administrative authority approval. This position requires onsite availability as directed for network outages and equipment configuration, maintenance, replacement, and deployment.

  • Frequent email, phone, and in-person contact with people from diverse backgrounds.

  • Lifting and moving server and storage equipment that weighs up to 25 pounds.
