The primary purpose of this position is to provide expert security oversight and management through securing communication missions, safeguarding all associated data and systems.
Major Duties:
Qualifications: Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series 2210 (Alternative A) SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving. An example of creditable specialized experience is described as: expert knowledge of IT assessment, planning, management, monitoring, and evaluation as well as using the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. Independently lead or aided with the management of information systems planning, development, implementation, operation, and maintenance. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Ideal Candidate: Ideal candidates will possess the following skills: IT Project and Systems Oversight: Expert knowledge of IT assessment, planning, and evaluation methods; proficiency in project management tools for scheduling, resource coordination, and monitoring contractor performance; and the ability to lead the full life cycle of information systems from development through maintenance. IT Program Governance: Comprehensive understanding of coordinated IT program management, including the oversight of multiple integrated projects, management of dependent schedules/deliverables, and the application of life cycle management and program governance. Technical Requirements Analysis: Proficiency in identifying and managing functional and infrastructure requirements, translating mission needs into logical technical designs, and conducting market research on external products to determine their suitability for business needs. Stakeholder Engagement: Experience identifying and influencing key individuals and groups connected to IT development; demonstrated ability to work effectively with customers to assess requirements and provide expert technical assistance. Strategic Leadership: Deep knowledge of organizational mission and the ability to operate effectively within complex social, political, and technological systems to deliver high-quality, cost-effective results through sound decision-making and priority setting. Policy and Technical Analysis: Ability to analyze technology complexities, develop or revise policies, and deliver comprehensive technical and cost analysis to leadership via written documentation and oral briefings to facilitate informed judgments. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of the principles, methods, and techniques of IT assessment, planning, management, monitoring, and evaluation as well as knowledge of the principles, methods, or tools for developing, scheduling, coordinating, managing IT projects and resources, monitoring and inspecting costs, work, and contractor performance. 2. Knowledge of the principles, methods, and tools for the coordinated management of IT programs to include providing oversight of multiple IT projects, integrating dependent schedules and deliverables, and related activities such as life cycle management and program governance. 3. Knowledge of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements; includes translating functional requirements into technical requirements used for logical design or alternative technologies or approaches. 4. Knowledge of concepts, practices, and techniques used to identify, engage, influence and monitor relationships with individuals and groups connected to IT work/development efforts. 5. Knowledge of organizational mission and function and how to work effectively within its social, political, and technological systems to achieve measurable high-quality, timely, and cost-effective results. 6. Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
