Our Cybersecurity team in Columbia, Md. have a great opportunity for an Information Systems Security Manager (ISSM) to add to the existing team of ISSMs, ISSOs, and ISSE in support of various classified programs. At RTX BBN Technologies, you will receive unique experiences in support of National Security initiatives and programs. The successful candidate should be able to develop, administer, and maintain comprehensive security programs in a fast-paced environment.

What You Will Do

The Information Systems Security Manager (ISSM) will have primary ownership of Information Systems under their assigned purview. They are responsible for overseeing and implementing the Cybersecurity Program established by the Cybersecurity Lead in accordance with the National Industrial Security Program Operating Manual (NISPOM), DCSA Assessment and Authorization Guide (DAAG),DoD Special Access Program (SAP) Security Manuals, Risk Management Framework (RMF), Intelligence Community Directive (ICD-503), Joint Special Access Program (SAP) Implementation Guide (JSIG), Defense Counter-Intelligence Security Agency (DCSA), National Institute of Standards and Technology (NIST), along with any additional customer directives and company policies as applicable.

The Information Systems Security Manager (ISSM) provides leadership, guidance, and direction to enable business execution in a secure operating environment. They are the Cybersecurity focal point for the program with early PMO engagement, awareness and centralized classified cybersecurity support to the acquisition lifecycle.

The Information Systems Security Manager (ISSM) will work directly with the local cognizant security agency (CSA) representatives on Cybersecurity requirements, guidance, and approvals. They possess both broad technical and programmatic expertise while simultaneously demonstrating excellent interpersonal skills to deal with internal as well as external interfaces.

The Information Systems Security Manager (ISSM) is responsible for various site activities associated with Cybersecurity to include clearance verification/access management, training, and performance and development actions within their purview.

Qualifications You Must Have

  • A University Degree or equivalent experience and minimum 8 years of cybersecurity systems security and/or directly related information technology experience. Or An Advanced Degree in a related field and minimum of 5 years’ experience   cybersecurity / systems security and/or directly related information technology experience. Or 14 years experience en lieu of a degree
  • Past leadership or project/program management experience
  • Active and transferable Top Secret U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
  • Must have CISSP, CISM, or DoD 8570/8140 compliant certification
  • Willing to travel 10% to 15%

Qualifications We Prefer

  • Master’s degree in computer science, Information Systems, Information Technology, Cybersecurity, Criminal Justice, Business or other relevant degree
  • Experience in the oversight and execution of the Assessment & Authorization processes (Certification & Accreditation), as defined in JSIG/RMF
  • Experience in the execution and management of Information System’s (IS) incident response and administrative inquiries/investigations in collaboration with the investigations.
  • Experience in the oversight and execution of a continuous monitoring/improvement program (to include but not limited to self-inspections, security control assessments, training, log management systems, automated inventory utilities, etc.)
  • Experience providing technical security expertise and oversight for complex, cross-domain, heterogeneous classified networked environments in collaboration with internal/external Customers, Information Technology (IT) and other RTX sites.
  • Experience working with the customer, both internal and external, in the development of Basis of Estimates (BOE's) and contract negotiations
  • Experience in professional engagements with internal and external customers (i.e. AOs, DAOs, SCAs, Program Managers, etc.), to include negotiating controls/requirements with government Contracting Activities
  • Possess an active TS/SCI with current poly US security clearance.

The salary range for this role is 118,300 USD - 224,900 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
