Job Summary: The Entity Triage Specialist (ETS) is responsible for assisting in the research, drafting, and production of Risk Indicator Reports (RIRs). This role focuses on identifying an entity's ultimate beneficial ownership and determining if key risk indicators, particularly those concerning Foreign Ownership, Control, or Influence (FOCI), are present. These report findings are crucial for escalating entities that require further enterprise-level analysis of potential threats and vulnerabilities.

Major Duties:

  • This position may be filled at either GG-07 or GG-09 grade level, please indicate the grade for which you want to be considered. Incumbent may be advanced non-competitively to the established target grade upon meeting developmental benchmarks, performance requirements, and other requirements, as applicable established for the career program or specifically for the incumbent. As a INDUSTRIAL SECURITY SPECIALIST (ENTITY TRIAGE SPECIALIST) you will be responsible for the following duties: GG-7 Perform routine, standardized assignments to support operational risk identification, conduct baseline research on companies and ensure all written products meet prescribed quality and formatting standards under the guidance of senior specialists. Assist senior specialists by reviewing Risk Indicator Reports (RIRs) to identify areas that do not adhere to internal style guides, ensuring documents are properly formatted for dissemination. Actively monitor individual performance by tracking assigned tasks and metrics against established Key Performance Indicators (KPIs) to ensure timely completion of work. Support senior staff by attending conferences and meetings with internal and external customers, taking notes and assisting with preparations related to the Verification & Triage mission. Receives on-the-job training, developmental assignments, and formal instruction to progressively perform limited aspects of work from the next higher grade level as expertise develops. GG-9 Manages a small portfolio of low-complexity cases by conducting baseline research, drafting Risk Indicator Reports (RIRs) with assistance from senior specialists, and performing workload management to ensure all suspense dates are met. Serves as a quality control point by reviewing and ensuring all reports adhere to prescribed standards for focus, depth, and internal style guides prior to internal and external dissemination. Responds to information requests and provides process-related guidance to government and contractor staff based on routine scenarios, under the supervision of more experienced personnel. Actively monitors individual performance metrics against established Key Performance Indicators (KPIs) to ensure personal and team objectives are achieved. Participates in conferences and meetings with internal and external customers on matters related to the verification and triage mission and performs limited duties of the next higher grade to develop expertise.

For the GG-07 You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-05) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Assisted in conducting research and analysis by gathering and reviewing data from various sources, such as threat assessments and corporate filings, to help identify potential national security risks. Developed a practical understanding of U.S. Government security disciplines, such as personnel, industrial, physical, and information security, by applying basic concepts to assigned tasks under supervision. Applied basic knowledge of common legal entity types and corporate governance structures to assist in reviewing documentation related to company ownership, control, and potential foreign connections. Assisted in supporting multiple projects and tasks by organizing case files, tracking information, and assisting senior specialists in their analysis of companies involved in government contracts. Assisted in preparing written summaries, correspondence, and reports by compiling data and drafting initial findings under the guidance of senior staff. Or a Bachelor's degree from an accredited college or university. For the GG-09 You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GG-07) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Assisted with comprehensive research and analyses by interpreting data from threat assessments, corporate reports, and other sources to identify potential national security risks and provide actionable recommendations. Reviewed and assessed company compliance and vulnerability as part of broader analytical studies using foundational understanding of U.S. Government security disciplines (personnel, industrial, physical, and information security). Leveraged practical knowledge of common legal entity types and corporate governance to research a company's ownership, control, and potential foreign influence that may pose a risk to national security. Assisted with multiple, concurrent research projects and case reviews, effectively prioritizing tasks to support senior specialists in determining risks posed by companies involved in classified or sensitive government contracts. Articulated research findings and security concerns clearly and concisely, both orally and in written reports, to inform and guide decision-making processes. Or a Master's degree or an equivalent graduate degree (such as an LL.B. or J.D.). Or two (2) full years of progressively higher-level graduate education leading to such a degree.
