The Technical Skills & Capabilities Training Program Manager is responsible for designing and deploying enterprise‑wide development programs, including career frameworks, learning pathways, curriculum strategies, and change and adoption plans that accelerate workforce readiness.

This role acts as the core architect of employee development journeys. It shapes career mobility and progression paths, builds curricula that strengthen technical mastery, and ensures that capability solutions are adopted effectively across global teams.

Working closely with the Technical Skills & Capability Director and the Technical Skills & Competency Program Manager, the Training Program Manager ensures that all capability solutions are coherent, scalable, aligned to business strategy, and seamlessly embedded into everyday operations.

As a Technical Skills & Capabilities Training Program Manager, you will be responsible for:

Career Framework & Pathway Architecture

  • Designing and maintaining career frameworks aligned with competency models owned by the Technical Skills & Competency Program Manager.

  • Defining role families, proficiency levels, and development pathways for technical and operational disciplines.

  • Ensuring frameworks align with strategic capability priorities defined by the Technical Skills & Capability Director.

  • Integrating frameworks into learning pathways, development planning tools, and job profiles.

Learning Pathways & Curriculum Development

  • Building structured learning pathways using blended learning approaches (digital learning, instructor‑led training, on‑the‑job learning, mentoring, experiential learning).

  • Conducting curriculum needs analyses and collaborating with SMEs to identify capability gaps and define training requirements.

  • Owning and governing the curriculum portfolio, ensuring content remains accurate, relevant, and globally scalable.

  • Partnering closely with the Competency Program Manager to align curriculum with competency libraries, skills taxonomies, and system structures.

Program Deployment, Change Management & Adoption

  • Developing and leading change adoption plans to ensure successful global rollout of capability programs.

  • Executing stakeholder engagement activities, communication strategies, launch plans, and engagement campaigns.

  • Providing toolkits, training materials, and readiness support for regional and functional program deployment.

  • Tracking adoption metrics, program engagement, and user feedback to drive improvements.

Governance, Quality & Continuous Improvement

  • Establishing governance frameworks for curriculum development, updates, and validation cycles.

  • Evaluating training program effectiveness using assessments, learner feedback, and operational performance indicators.

  • Collaborating with the Competency Program Manager to ensure accurate alignment between curriculum, competency frameworks, and HR/LMS system data.

  • Continuously refining programs based on analytics, SME input, and evolving business needs.

Cross-Functional Collaboration

  • Working closely with the Technical Skills & Capability Director to translate capability strategy into executable development programs.

  • Partnering across HR, Digital Learning, Talent Management, Operations, and technical SMEs to ensure integrated program execution.

  • Supporting recruitment and early career development programs in alignment with business skill requirements.

KPIs (KEY PERFORMANCE INDICATORS)

  • Achieving timely development, deployment, and updates of career frameworks and pathways.

  • Maintaining curriculum portfolio completeness and quality in alignment with defined competency requirements.

  • Monitoring training program engagement, adoption, and completion metrics.

  • Improving time‑to‑competency for priority roles.

  • Ensuring strong governance processes, including validation cycles, update cadence, and documentation quality.

  • Enhancing stakeholder satisfaction with the training experience and overall workforce development outcomes.

Fuel your passion:

To be successful in this role, you will have:

  • Have 7–10 years of experience in Learning & Development, curriculum design, capability development, or technical training, preferably in industrial or technical environments.

  • Have strong expertise in career framework design, learning pathway development, and curriculum strategy.

  • Have experience collaborating closely with competency owners and HR/learning system teams.

  • Have demonstrated success managing global capability or training initiatives.

  • Have excellent communication, facilitation, and stakeholder engagement skills.

  • Have the ability to structure and deliver enterprise‑wide change management plans.

Desired qualifications:

  • Have certifications in Learning & Development, Instructional Design, or Talent Development.

  • Have experience in industrial or technical operations, or safety‑critical environments.

  • Have familiarity with digital learning ecosystems, LMS/LXP systems, and skills taxonomies.

  • Have experience working across global regions or multi‑business environments.
