INDOPACOM Tactical Mission Networks (TMN) Site Lead

SMX is seeking an INDOPACOM TMN Site Lead to support the integrated Program Management Office (PMO) in a senior leadership capacity. This role serves as both a Theater TMN Coordinator and AF Branch Site Support Lead, responsible for the end-to-end coordination, integration, and execution of Tactical Mission Networks (TMN) across the INDOPACOM AOR. The selected candidate will act as the central synchronization authority for TMN activities, ensuring alignment between operational users, technical teams, and strategic objectives while driving the expansion and sustainment of TMN capabilities across joint and coalition environments. This role requires a leader who can operate at the intersection of tactical execution and theater-level strategy, translating mission needs into actionable network capabilities. The ideal candidate is a mission-focused leader with deep experience in Tactical Mission Networks and theater-level coordination, capable of integrating operational requirements, technical execution, and strategic objectives. They excel at managing distributed network environments, enabling interoperability across diverse partners, and driving capability expansion in support of dynamic mission needs.

This position requires a DoD Top Secret with SCI eligibility which requires US citizenship for work on DoD contracts.

This position is onsite on Oahu, Hawaii.

Essential Duties & Responsibilities

  • Serve as the Theater TMN Coordinator, responsible for synchronizing TMN activities across USARPAC, MARFORPAC, PACAF, INDOPACOM Headquarters, and Space Force elements
  • Act as the AF Branch Site Support Lead, providing direct oversight of site-level TMN execution, integration, and sustainment
  • Function as the primary integrator of Tactical Mission Network capabilities, ensuring consistent architecture, configuration, and operational alignment across dispersed sites
  • Lead the proliferation, fielding, and expansion of TMN capabilities, to include coordination of infrastructure, end-user devices (EUDs), and supporting services
  • Ensure operational readiness and effectiveness of TMN sites, including coordination of deployments, site stand-up, training, and sustainment activities
  • Drive interoperability across Joint and Coalition partners, enabling secure data sharing, mission command, and cross-domain integration
  • Support and integrate with SOCPAC Cross-Functional Teams (CFTs) to align TMN efforts with SOF operational priorities
  • Translate operational requirements into technical tasking and execution plans across engineering, data, and communications teams
  • Lead synchronization of network architecture, data flows, and mission applications across the TMN ecosystem
  • Serve as the primary interface with government program managers and operational stakeholders, ensuring TMN capabilities meet mission needs
  • Support communications-focused science and technology initiatives, including test and evaluation of emerging TMN capabilities
  • Coordinate priorities, resources, and dependencies across multiple task orders and projects
  • Oversee program status reporting, documentation development, and implementation of lessons learned
  • Develop and maintain performance, readiness, and quality metrics for TMN operations
  • Orchestrate operational data calls, reporting products, and performance outputs to inform leadership and strengthen SMX posture
  • Foster collaboration across subcontractors and partners to ensure integrated mission delivery
  • Establish and maintain strong working relationships with government leadership and mission partners
  • Develop short- and long-range goals, policies, and operating procedures aligned to contract and mission requirements
  • Support business development activities, including capture efforts and proposal development
  • Provide strategic guidance for the evolution of TMN architecture and capabilities across the theater

Required Skills & Experience 

  • Active Top Secret clearance with SCI eligibility
  • Bachelor’s degree in engineering, physical science, computer science, information technology, business, or related field (Master’s preferred)
  • 15+ years of leadership experience in tactical networks, IT, or engineering programs
  • Demonstrated success in DoD government contracting, including customer-facing roles
  • Experience managing large, complex programs supporting development, fielding, and sustainment
  • Experience in budget management and execution
  • Experience supporting large contracts leading complex development, production, fielding of platforms, and/or support initiatives with technical objectives.
  • Extensive experience with the Special Operations Command (SOCOM), in a Program Management or Technical Leadership role.

Desired Skills & Experience 

  • Experience serving as a TMN Coordinator, Site Lead, or equivalent role managing distributed tactical network environments
  • Experience working across INDOPACOM components (USARPAC, MARFORPAC, PACAF, SOCPAC, and Space Force elements)
  • Deep understanding of Security Cooperation and interagency coordination
  • Experience supporting Joint and Coalition operations, including interoperability and partner integration
  • Background in systems engineering, IT engineering, test & evaluation, and/or modeling and simulation
  • Experience in tactical and enterprise network operations, preferably in leadership roles
  • Familiarity with Model-Based Systems Engineering (MBSE) principles and tools
  • Strong knowledge of process improvement methodologies and ability to lead optimization efforts
  • Proven ability to brief senior government and industry leaders on programmatic, technical, and financial status
  • Experience coordinating across subcontractors to deliver integrated capabilities in complex environments

$191,800$300,000 USD
