Job Summary: This position is located at Departmental Offices, Management CFO - DAS Human Resources and CHCO. As a Human Resources Specialist (Senior HR Business Partner), you will be a strategic business partner functional program expert, responsible for providing leadership in developing, directing, and evaluating DO human resources policies and programs. The incumbent is tasked with representing DO OHR in a professional manner and for providing innovative consultative support to senior management staff.

Qualifications: You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: Leading or overseeing the development, implementation, or evaluation of human resources policies, programs, or strategic initiatives across an organization; AND Serving as a senior advisor to executive leadership on complex or sensitive HR matters involving interpretation of laws, regulations, and policy; AND Conducting in-depth analysis of workforce data, regulatory changes, or organizational needs to recommend program improvements or new initiatives. SPECIALIZED EXPERIENCE: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Researching, analyzing, and interpreting HR regulations and guidance to develop recommendations or resolve issues; AND Assisting in the development, implementation, or evaluation of HR policies, programs, or initiatives; AND Preparing written products such as policy guidance, briefing materials, reports, or decision memoranda. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks. For the GS-13, you must have been at the GS-12 level for 52 weeks. TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
