Job Summary: You will serve as a Human Resources Specialist (Recruitment and Placement) in the Recruitment and Staffing Branch (N11B1), of the Recruitment/Staffing and CIVMAR Processing Division (N11B), in the Civilian Workforce Policy and Sustainment (N11), of the Total Force Management (N1) of MILITARY SEALIFT COMMAND.

Major Duties:

  • You will create PCS orders for new hires, relocating MSC employees, and other relocating Federal employees.
  • You will create modifications to orders when circumstances change, or extensions of original authorizations are requested.
  • You will conduct research, primarily through the JTR and FTR, to provide answers to questions, determine authorizations, and resolve issues.
  • You will research the qualifications and skills needed and conducts job analyses with subject matter experts to distinguish truly well qualified applicants and those with the ability to learn the job in reasonable periods of time.

Qualifications: Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: For GS-09: experience must be at the next lower grade level, GS-07 Experience in independently handling routine recruitment and placement actions from beginning to end, including conducting job analyses, developing vacancy announcements, and processing personnel actions in compliance with established policies. Experience in advising managers and supervisors on various recruitment strategies, merit system principles, and the use of selection criteria to fill positions effectively. Experience in analyzing common staffing problems, such as candidate shortages or turnover, and recommending appropriate solutions based on HR best practices, regulations, and precedents. Experience in processing a variety of personnel actions, such as appointments, promotions, transfers, and reassignments, while ensuring all documentation is accurate and complete and explaining procedures to employees and supervisors. For GS-07: experience must be at the next lower grade level, GS-05 Experience in supporting recruitment and placement actions, such as posting vacancy announcements, reviewing applications for basic qualifications, and preparing routine personnel documents under close supervision. Experience in applying fundamental HR concepts, regulations, and procedures to answer common questions from employees and managers regarding recruitment processes and benefits. Experience in using automated HR database systems to input and maintain personnel data, track the status of recruitment actions, and generate standard reports. Experience in providing administrative and technical support for staffing activities, including coordinating job fairs, preparing informational materials, and communicating with candidates about the application process.
