Job Summary: This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Human Resources Specialist (Recruitment and Placement), you will provide technical advice and assistance in recruitment and placement to all levels of management.

Advancement to this level is contingent upon the selectee meeting eligibility requirements and receiving a management recommendation, without further competition. As a Human Resources Specialist (Recruitment and Placement), you will: Offer expert advice and run recruitment and placement programs, including merit promotion, ensuring adherence to federal laws and agency policies. Administer and oversee the full spectrum of internal and external recruitment and placement programs for all occupational levels (GS-01 through GS-15), including developing innovative methodologies for critical positions and coordinating with internal and external. Manage recruitment and non-recruitment personnel actions, including pay-setting and pre-employment requirements, ensuring accuracy, timeliness, compliance with policy, and conducting comprehensive reviews of personnel history. Prepare and maintain meticulous documentation for all personnel actions, routinely review case files for adherence to OPM and DOE policies, and actively participate in and respond to audits from various oversight entities.

Qualifications: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service. Specialized experience for this position is defined as meeting 3 out of the 4 of the following: Advising managers on various recruitment strategies, including merit principles and hiring authorities. Formulating and presenting briefings to effectively offer training on a variety of important HR initiatives that are critical for enhancing organizational performance. Developing recruitment approaches for specialized roles in diverse, hard-to-fill job markets; Resolving complex recruitment issues by identifying discrepancies, researching facts, and suggesting solutions.
