Serves as the chief operations leader of the General Services Department and the Assistant to the Director. Provides executive-level operational oversight and strategic execution across Facilities Maintenance, Facilities Planning, Facilities Business Service Analytics Team, Materials Management, and Mail/Print Services.
The Assistant Director translates departmental vision and policy direction established by the Director into operational implementation, ensuring performance excellence, fiscal stewardship, regulatory compliance, and consistent service delivery across all divisions. Exercises delegated authority in the Director’s absence and serves as acting Director when assigned. Reports to the Director of General Services.

Executive Operational Leadership: Provides day-to-day executive oversight of departmental operations across respective department divisions. Ensures alignment of operational activities with strategic goals established by the Director and County Administration. Supervises and mentors division managers. Drives accountability, performance measurement, and service excellence. Coordinates cross-division and departmental initiatives and resolves complex operational issues. Serves as escalation authority for operational conflicts and service disruptions. Acts on behalf of the Director when delegated.

Strategic Implementation, Business Analytics & Performance Management: Provides leadership for the execution of strategic plans, capital programs, and operational initiatives by leveraging business analytics, performance data, and continuous improvement practices to advance operational efficiency and organizational effectiveness. Establishes and oversees performance metrics, dashboards, and KPIs to evaluate results, identify opportunities for optimization, and support informed decision-making. Ensures accountability and milestone achievement for major projects through disciplined performance monitoring and data-driven oversight. Leads the integration of technology, innovation, and industry best practices to improve service delivery, streamline operations, and maximize resource utilization. Oversees continuity of operations planning and risk mitigation efforts to ensure resiliency, preparedness, and sustained operational performance.

Fiscal & Contract Oversight: Oversees development and management of multiple operating and capital budgets. Assists in preparing and presenting budgets to County Administration and the Board of County Commissioners. Monitors expenditures and ensures fiscal discipline. Reviews and authorizes procurement actions as delegated. Participates in contract negotiations and ensures contract compliance. Oversee audits and ensure corrective action implementation. Strengthens internal controls, fraud awareness, and financial integrity.

Organizational Leadership & Workforce Development: Strengthens department culture and workforce capacity. Coaches and develops management staff. Supports succession planning and leadership development. Partners with Human Resources on performance management and disciplinary actions. Promotes collaboration, diversity, accountability, and professionalism. Ensures high standards of customer service and stakeholder engagement.

Executive Representation & Emergency Management: Represents the Director and department before executive leadership, stakeholders, vendors, governmental agencies, and the public. Participate in leadership meetings and strategic planning sessions. Ensures clear communication of departmental priorities. Performs assigned Emergency Operations Center (EOC) and storm-related functions. Ensures departmental readiness during declared emergencies.

Starting Pay Range: $90,750.40
