Job Summary: Joining the Secret Service, Office of Human Resources will allow you to conduct recurring, comprehensive reviews and evaluations of Human Capital Programs, and provide operational and advisory services in Human Resources Operations and Human Capital Management. Major Duties:

  • The selectee will serve as a Human Resources Specialist (Human Capital Management) in the Office of Human Resources. Typical work assignments include: Conducting recurring, comprehensive reviews and evaluations of the agency's Human Capital Framework, human resources programs, and related federal guidance to assess the effectiveness and efficiency of workforce planning, staffing, performance management, and employee development programs. Collaborating with relevant divisions to analyze vacancy projections, time-to-hire data, mission critical occupation coverage, and succession risks. Developing and implementing process improvements, revising procedures, and formulating alternative approaches to increase efficiency and effectiveness of human resources operations. Leading or participating in work groups, panels, and committees to identify areas for management study, establish benchmarks, and implement best practices. This Human Resources Specialist (Human Capital Management) position starts at a salary of $121,785.00, GS-13, step 1, with promotion potential to $187,093.00, GS-14 step 10.

Qualifications: To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying. You qualify for the GS-13 level (starting salary $121,785.00) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: Assisting with the development, evaluation, or implementation of human capital initiatives. Analyzing quantitative and/or qualitative data to assess the performance and progress of programs. Contributing to the creation and revision of policies, procedures, summary documents, or other material related to human capital initiatives. You qualify for the GS-14 level (starting salary $143,913.00) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as: Collecting and presenting data to stakeholders to identify compliance risks or trends, and recommending corrective actions. Overseeing human resources programs and initiatives to support strategic operational objectives. Developing guidelines and procedures to improve human resources program operations and streamline processes. Collaborating with stakeholders to establish benchmarks for human capital initiatives. The qualification requirements listed above must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
