Major Duties:

  • This position is located in the Office of the Chief Commercial Officer (CCO) under the Office of the Chairman and President of the Export-Import Bank of the United States (EXIM). The central purpose of the Office of the CCO is to support inbound financing interest from potential borrowers through geographic and sectoral experts operating within the Business Development and CTEP (China and Transformational Exports) teams. The CCO team is focused on the development of export credit transactions, including loans, guarantees, and insurance, that facilitate U.S. exports, strengthen the competitiveness of American businesses, and support U.S. jobs. This position supports the programmatic needs of EXIM's CCO leadership, with a primary focus on reporting and data management. The role assists senior CCO leadership by maintaining accurate and up-to-date pipeline information, coordinating with business development managers to collect and validate data, and ensuring the integrity of CTEP authorization figures reflected in year-end reporting. The incumbent also responds to internal reporting and information requests related to the CCO program, including those from the Office of Inspector General and the Office of Congressional Affairs. Duties include, but are not limited to: Conducts primary and secondary source research independently, utilizing EXIM subscriptions and unclassified, secret, and top-secret U.S. Government information, which research aims to produce original analyses that clearly articulate evidence of direct competition from the People's Republic of China (PRC) for specific transactions. Ensures that logical arguments based on circumstantial evidence of indirect competition can withstand rigorous legal and policy scrutiny. Works closely with supervisor or senior staff to review, analyze and complete segments of loan analysis and determinations, preparing letters of interest, and presenting them in formal memorandum formats for the supervisor's review and the Senior Vice President (SVP) signature, which are appended to Board documentation. Tracks all automated workflows for the CTEP office, utilizing platforms such as Salesforce, HubSpot, EXIM Online, CRAFT, MS Planner, and others to ensure timely support for transactions. Uses qualitative and quantitative techniques to analyze, evaluate, and improve CTEP's programs in headquarters and the regions. Collects, reviews, interprets, and analyzes data and prepares findings and recommendations for CTEPs senior management review, consideration and approval regarding CTEP's overall program effectiveness. Establishes and maintains trusted relationships within EXIM to support the SVP and Vice President (VP) across the agency in both internal and external engagements.

Experience conducting background and secondary research collaborating with colleagues and other team members; preparing findings from data and research to provide recommendations and solutions; And Experience creating positive interactions, fostering teamwork, and managing key relationships at all levels (internal and external) to an organization; GS-13: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-12 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience collecting, reviewing, interpreting, and analyzing global financial markets data to prepare findings and provides tentative recommendations. Experience conducting background and secondary research collaborating with colleagues and other team members; preparing findings from data and research to provide recommendations and solutions; Experience creating positive interactions, fostering teamwork, and managing key relationships at all levels (internal and external) to an organization; AND Experience conducting determination analyses, preparing letters of interest, loans determinations, and drafting policy guidance.
