Salary Range: $102415 - $158322 Per Year

Job Summary: The Office of Inspector General (OIG), works within the U. S. Department of Transportation (DOT) to prevent or stop waste, fraud and abuse in departmental programs. This position is located within the Office of Inspector General, Assistant IG for Operations, Office of Human Resources and Training.

Major Duties:

  • Serves as Program Manager executing training and development activities across OIG programs Assesses training needs via IDPs, surveys, and needs assessments; produces reports to identify required resources Collaborates with OIG experts and stakeholders to develop, implement, and evaluate HR and training initiatives Ensures all course content complies with applicable laws, policies, and regulations Coordinates training logistics, including registration, payment processes, and participant support Designs and delivers training (e.g., LMS use, training records, facilitator roles) and develops effective course content Manages contracts and Interagency Agreements (IAAs); monitors funding, maintains documentation, and coordinates with offices Analyzes participant data, feedback, and regulatory requirements to assess program impact and recommend improvements Oversees financial management, including tracking budgets, analyzing spending trends, and recommending funding adjustments Briefs and advises leadership on program progress, funding status, and strategic direction through reports and recommendations

SPECIALIZED EXPERIENCE For GS-12: At least one year of specialized experience equivalent to the GS-11 level in the Federal service performing (obtained in either the public or private sectors) listed below: Experience in assessing employees' need for training. Experience with aligning training with organization's strategic goals in the development of the annual training plan. Experience in providing logistical support, course development, delivery, evaluation, and process measurements (metrics). Experience in creating a training budget, monitoring changes in the local budget and documenting changes. GS-13: At least one year of specialized experience equivalent to the GS-12 level in the Federal service performing (obtained in either the public or private sectors) listed below: Experience identifying, assessing and matching resources to meet the employees' need for specific training and development. Experience aligning training development with our organization's mission and strategic goals within the annual training plan. Experience providing logistical support, presentation assistance directly to instructors, enhancing local course development, delivering training, reviewing evaluations and developing training for deficiencies of local instructors, following up training with a review of process measurements (metrics), and cost analysis and management of local training. Experience creating a training budget, monitoring the budget, documenting changes within the budget, and keeping local training operations within fiscal allocated budget limits. Forecasting upcoming fiscal year budget for local training. Competencies: Your resume will be evaluated on the following competencies in addition to the specialized experience as stated above: Technical Competence/Employee Development - Knowledge of employee development concepts, principles, and practices related to planning, evaluating, and administering training, organizational development, and career development initiatives. Knowledge of learning management systems and instructional design. Financial Management - Prepares, justifies, and/or administers the budget for training program areas; plans, administers, and monitors expenditures to ensure cost-effective support of training programs and policies. Teamwork/Collaboration - Knowledge of concepts and techniques used to identify, engage, and influence individuals and groups (such as senior leaders, Subject Matter Experts (SMEs), and local instructors) to ensure training efforts are successfully planned, delivered, and evaluated. Planning and Evaluating (Logistical Support) - Ability to organize work, determine resource requirements, and set short- or long-term goals to achieve organizational objectives related to training and development. Problem Solving/Data Analysis: Ability to identify relationships that explain data; analyzes information to make correct inferences and produces comprehensive reports to inform leadership decisions related to management of training and development programs.
