Job Summary: This position is located in the Department of Homeland Security (DHS), Office of the Chief Human Capital Officer (OCHCO), Human Resources Management and Services (HRMS). The primary purpose of this position is to serve as a Human Resources Specialist (Employee Benefits) responsible for total day-to-day administration of the federal employee benefits programs. Non-BU: This is a non-bargaining unit position.

Major Duties:

  • As a Human Resources Specialist (Employee Benefits), GS-0201-12/13, your typical work assignments may include the following: Ensure operating policies and procedures are implemented by drafting local operating procedures or regulations and notifying appropriate personnel of requirements. Counsel employees, managers, supervisors, and field personnel representatives on regulations, procedures, and technical provisions of both retirement systems, and advising of the rights and obligations under the Federal Employees' Group Life Insurance Program and Federal Employees Health Benefits Program (FEHB). Compute, review, and explain estimates for retirement annuities, military service credit deposits, service credit deposit for non-deductions service, and redeposit amounts. Inform management, field personnel, and employees of these laws or regulatory changes through articles, bulletins, and/or individual counseling sessions. Develop training and briefings in group or individual settings, both formal and informal. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Qualifications: Specialized Experience: You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the federal service or private sector equivalent. For this position, specialized experience includes: performing day-to-day administration of the federal employee benefits programs and providing a full range of technical advisory, counseling and processing services in the Civil Service Retirement System (CSRS), Federal Employees' Retirement System (FERS), the Federal Employees' Health Benefit Program (FEHB), the Federal Employees' Group Life Insurance Program (FEGLI), the Thrift Savings Plan (TSP), the Federal Long Term Care Insurance Program (FLTCIP), the Flexible Spending Account (FSA) and Social Security benefits in relation to retirement under the CSRS/FERS. Additionally, such experiences should include: counseling employees, managers, supervisors, and field personnel representatives on regulations, procedures, and technical provisions of both retirement systems, and, advising of the rights and obligations under the Federal Employees' Group Life Insurance Program (FEGLI) and Federal Employees Health Benefits Program (FEHB). For this position, specialized experience includes: planning, developing, and integrating federal human capital (benefits) policies, programs, and systems. providing consultation to senior leadership on human capital requirements and solutions related to federal benefits and policies. developing, implementing and executing (benefits) policies, plans, programs, and activities. resolving complex human capital (benefits) issues. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
