Job Summary: This position is located in the Division of Administration, Human Resources Branch of the Federal Deposit Insurance Corporation and independently plans and administers the full range of employee benefits services applicable to FDIC Executives and employees. Major Duties:

  • Develops guidance on the administration of all activities related to Executives and employees' benefits. This includes administration of open seasons for FDIC Choice cafeteria plan, health and life insurance enrollments and changes, processing of retirement applications, and providing guidance and counseling to Executives, and employees. Reviews retirement documentation for adequacy and accuracy, obtains additional documentation as necessary and resolves problems with the U.S. Office of Personnel Management. Responds to questions and inquiries of former FDIC retirees and/or former Executives about corporation benefits. Counsels Executives, employees, and their families regarding FDIC and Federal benefits programs to include health, life, vision and dental insurance; Federal retirement systems; the FDIC and Federal Savings Plans; survivors benefits; flexible spending accounts; and other programs. Handles the most high level sensitive benefits-related cases involving FDIC Executives and employees; those which require special handling that may require coordination and collaboration with the Legal Division and/or Labor and Employee Relations. Interprets existing policies and procedures in response to inquiries from Executives and employees. Prepares appropriate correspondence consistent with applicable regulations, policies and procedures. Serves as management's technical advisor regarding the full range of activities associated with the administration of the benefits program for the FDIC. Initiates action to resolve claim discrepancies between Executives, employees/retirees and benefits program carriers. Acts as liaison between Executives, employees/retirees and insurance carriers to resolve problems or delays and to explain the carrier's determination to Executives, employees/retirees.

Qualifications: Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as (1) providing advisory services to managers, supervisors and employees in the areas of employee benefits to include federal retirement programs; (2) planning and administering the full range of employee benefits services (e.g., retirement, health and life insurance, vision, and/or dental insurance; survivors' benefits; TSP or 401K savings plans, or Flexible Spending Accounts); and (3) conducting briefings or presentations concerning the administration of benefits.
