Job Summary: This position is located in the Department of Health and Human Services, Assistant Secretary for Administration, headquartered in Washington, District of Columbia. Major Duties:

  • WHAT YOU'LL BE DOING DAY TO DAY As a Human Resources Specialist, you will use your knowledge of and experience to optimize business results and customer experience by: Serve as a senior Human Resources (HR) advisor providing comprehensive management advisory services to complex, multi-mission organizations. Plan and execute full-cycle recruitment and external placement activities for a large or complex organization. Provide authoritative guidance on HR policies and regulations, advising management officials on both procedural and substantive implications of proposed personnel actions and organizational decisions. Lead and support strategic HR initiatives and program improvement efforts, including conducting special studies, preparing analytical and ad hoc reports, recommending solutions to complex HR challenges, and contributing to the development of standard operating procedures (SOPs) aligned with human capital goals. Represent the organization as an HR technical expert, participating in decision-making meetings and agency committees, promoting customer collaboration and continuous process improvement, and providing technical oversight, mentoring, and training to junior HR staff and stakeholders.

Qualifications: WHAT WE ARE LOOKING FOR Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-12 grade level in the Federal service performing ALL of the following: Providing consultation and advisory services to hiring managers and applicants on staffing options, in accordance with Federal human resources laws and regulations. Performing recruitment and staffing functions, including evaluating position requirements, adjudicating applicant eligibility and qualifications, issuing referral certificates, or processing tentative and final job offers. Analyzing complex staffing and recruitment challenges and recommending strategic solutions to management officials. Interpreting and applying Federal HR laws, regulations, policies, and OPM guidance to resolve staffing issues consistent with merit system principles.
