Job Summary: This is a National Guard Title 5 Excepted Service Position. This position is a Permanent GS-0201-09 HUMAN RESOURCES SPECIALIST (COMPENSATION/R&P) (TITLE 5), Position Description Number T5042P01 and is part of the MO HQ Missouri Air National Guard. This is a non-bargaining position.

Major Duties:

  • Determines candidate eligibility and performs qualification analysis of eligible applicants.
  • Analyzes and applies appropriate Title 32 (Dual Status) and Title 5 qualification standards.
  • Refers qualified candidates for selection consideration in accordance with published Merit Promotion Plan.
  • Receives, audits, and validates certificates of eligible candidates from nominating official.
  • Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions.
  • Creates new and recurring vacancy announcements on behalf of supervisors.
  • Assists in educating commanders, managers, and supervisors on the various programs.
  • Responds to inquiries on recruitment and placement related matters from the serviced workforce and coordinates with NGB-J1-Functional as required.
  • Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels.
  • Reviews personnel records to prevent dual employment and/or dual compensation.
  • Ensures required selection documentation and information is correct.
  • Establishes and maintains official folders, files, and reports for these efforts.
  • Provides information services to customers and employing organizations.
  • Responds to walk-in and telephone inquiries regarding a variety of personnel matters.
  • Responds to standard inquiries involving the recruitment process such as vacancy announcements, status of employment applications, qualification requirements, and human resource programs.
  • Provides counseling to employees on entitlements, rights, and obligations.
  • Performs other duties as assigned.

Qualifications: GENERAL EXPERIENCE: Must possess experiences gained through civilian and/or military technical training schools within the human resources business programs; validated understanding of the basic principles and concepts of the occupational series and grade that includes skill in collecting and analyzing data effectively, efficiently and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material. GS-09 SPECIALIZED EXPERIENCE: Must possess at least one year of experience at the GS 07 grade level or equivalent that provided experience, education or training that provided the ability to apply various HR concepts, practices, laws, regulations, policies, and precedents in the HR field from various HR functional areas to include classification, staffing, recruitment, benefits, employee relations and/or human resources management; make informed determinations and judgements on processes and problems; provide advice to both management and employees regarding moderately complex HR issues and questions; process a wide variety of personnel actions and manpower situations; and perform general recruitment, placement and compensation duties and responsibilities
