Major Duties:

  • Serves as the agency's senior Compensation specialist to implement and administer pay and leave policies established by the Office of Personnel Management, Department of Defense, Defense Finance and Accounting Service, and agency leadership.
  • Identifies, evaluates, and resolves significant and systemic pay/leave administration and HR-to-payroll interface issues affecting pay and leave outcomes.
  • Provides authoritative advisory services; strengthens internal controls; and institutionalizes corrective actions through repeatable processes, decision-support products, and sustained monitoring.
  • Captures and merges financial and personnel data into meaningful tables and/or reports using applicable automated financial and personnel systems e.g., Defense Civilian Personnel Data System (DCPDS) and Defense Civilian Payroll System (DCPS).

Qualifications: You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. Specialized experience includes: Assisting in resolving payroll and personnel systemic issues in the Defense Civilian Payroll System (DCPS); OR identifying systemic problems relating to interface with the Defense Civilian Personnel Data System (DCPDS); OR assisting in capturing and merging financial and personnel data to reconstruct pay records for audits relating to Time and Attendance (T&A), pay, leave, entitlement and benefits for the agency. For the GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9. Specialized experience must be documented in your resume. Specialized experience includes: Resolving payroll and personnel systemic issues in the Defense Civilian Payroll System (DCPS); OR identifying systemic problems relating to interface with the Defense Civilian Personnel Data System (DCPDS); OR assisting in preparing briefings, and capturing and merging financial and personnel data to reconstruct pay records for audits relating to Time and Attendance (T&A), pay, leave, entitlement and benefits for the agency. For the GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11. Specialized experience must be documented in your resume. Specialized experience includes: Resolving payroll and personnel systemic issues within the Defense Civilian Payroll System (DCPS) and its interface with the Defense Civilian Personnel Data System (DCPDS); OR identifying systemic problems and capturing and merging financial and personnel data to reconstruct pay records for audits covering Time and Attendance (T&A), pay, leave, entitlements, and benefits; OR preparing and conducting briefings or providing instructions to employees regarding payroll matters. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
