Job Description:

Parsons is seeking a seasoned HSE Manager to lead Health, Safety, and Environmental excellence for the prestigious project in Tabuk, KSA.

You will be responsible for the strategic oversight of safety protocols across multi-billion dollar construction packages, ensuring that thousands of workers and contractors adhere to the world-class safety standards required by NEOM and Parsons.

Key Responsibilities

  • Strategic Leadership: Develop and execute the Project HSE Management Plan, aligning Parsons' corporate standards with the specific, rigorous requirements of the NEOM Safety Framework.

  • Risk Management: Lead comprehensive Hazard Identification (HAZID) and Hazard and Operability (HAZOP) studies for unprecedented construction methodologies, including modular assembly and subterranean logistics.

  • Incident Prevention & Investigation: Oversee all incident reporting, root-cause analysis (RCA), and the implementation of corrective actions to prevent recurrence across all project sites.

  • Audit & Compliance: Conduct high-level safety audits of international contractors and vendors, ensuring 100% compliance with Saudi Arabian labor laws and international best practices (ISO 45001, ISO 14001).

  • Environmental Stewardship: Manage the environmental impact of construction activities, focusing on dust control, waste management, and the protection of the surrounding NEOM ecosystem.

What Desired Skills you will Bring

  • Experience: Minimum of 15 years in HSE management, with at least 5 years in a leadership role on global mega-projects.

  • Education: Bachelor’s degree in Safety, Environmental Science, or Engineering or other fields, or Level 6 Diploma in Occupational Health & Safety

  • Certifications: NEBOSH International Diploma and Graduate IOSH (GradIOSH) or Chartered IOSH (CMIOSH) status are mandatory.

  • Communication: Ability to influence C-suite stakeholders and manage technical safety discussions with diverse international contracting teams.

  • Resilience: Proven ability to manage safety in extreme environments and high-pressure, fast-tracked delivery schedules.
