HSE Inspector

As an HSE Inspector with JLL's Project & Development Services in the MENA region, you will conduct daily safety inspections across construction sites, identify hazards, document non-compliances, and ensure contractors maintain safe working environments throughout project execution.

Key Responsibilities

  • Conduct daily HSE site inspections, systematically identifying unsafe acts, unsafe conditions, and non-compliances with approved safety plans

  • Document all observations, findings, and hazards using standardized inspection forms and digital reporting tools

  • Issue Non-Conformance Reports (NCR) and Corrective Action Requests (CAR) for identified violations, tracking resolution through to closure

  • Observe and log contractor safety activities including toolbox talks, permit-to-work procedures, and high-risk operations

  • Verify Main Contractor compliance with approved safety plans, method statements, risk assessments, and safe systems of work

  • Support quarterly HSE audits by collecting site evidence, conducting inspections, and providing documentation for audit findings

  • Monitor open HSE actions from previous inspections, verifying corrective measures and escalating overdue items to the HSE Officer

  • Participate in weekly HSE site walks and coordination meetings, presenting inspection findings and safety performance trends

  • Assist in incident investigations by securing scenes, collecting witness statements, photographing evidence, and documenting site conditions

  • Monitor Main Contractor HSE risk registers, verifying high-risk activities are documented and control measures are implemented

  • Verify safety signage, barriers, warning systems, PPE usage, housekeeping standards, and temporary works certifications

  • Support monthly HSE performance reporting by providing inspection data, statistics, photographs, and site observations

  • Maintain HSE inspection logs, photographic records, and compliance tracking systems

Your Skills and Experience

  • NEBOSH International General Certificate (IGC) or equivalent internationally recognized HSE qualification

  • OSHA 30 Hour Construction Safety certification or equivalent

  • Minimum 2 years of hands-on construction safety experience in the Middle East region

  • Strong observational skills with systematic approach to hazard identification and compliance verification

  • Proactive and able to work independently with minimal supervision

  • Excellent influencing and communication skills across diverse cultural backgrounds

  • Comfortable working outdoors on construction sites for extended periods in challenging conditions

  • Physical fitness to navigate active construction sites including elevated areas and long distances

  • Strong attention to detail with disciplined documentation and record-keeping

  • Understanding of construction methods and associated hazards across various trades

  • Proficiency in digital inspection tools and HSE management systems

  • Strong English communication skills; Arabic capability is highly advantageous

Academic Qualifications

  • Diploma or Bachelor's degree in Occupational Health and Safety, Engineering, Construction Management, or related discipline is preferred
  • Additional certifications such as IOSH Managing Safely is advantageous
