Job Summary: This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. Major Duties:

  • This position is ONLY open to surplus and displaced HHS OIG employees eligible for the Career Transition Assistance Program (CTAP); displaced Federal employees in the local commuting area eligible for the Interagency Career Transition Assistance Program (ICTAP); and former HHS OIG employees who are on the Reemployment Priority List (RPL). Duties include at the GS-12 level but not limited to: Provides a full range of external recruitment and placement duties for a large multi-mission, or complex organization, for which innovative and assertive recruiting strategies are needed. Positions include "hard-to-fill" and short positions, senior level positions, jobs requiring unusual skill combinations or highly visible or sensitive positions. Reviews recruitment and placement actions and provides guidelines on complex and/or sensitive issues, such as those that differ from past practices, involve highly visible or political situations, or involve nepotism. Refers applications of best qualified merit promotion candidates to selecting official, along with other candidates determined to meet basic eligibility requirements of the position. Advises Selecting Official on regulations, policies and procedures involving selections from Certificate of Eligibles, including veterans' implications and displaced employees. Coordinates notification of selected candidate of entrance on duty date and of other preappointment requirements or information Duties include at the GS-13 level but not limited to: Providing the full spectrum of management advisory services to highly complex and dynamic organizations having a wide variety of difficult positions and personnel actions, which are often sensitive. Resolving difficult issues/problems requiring consideration of the total HR management program. Applies a comprehensive knowledge of HR management services to advise on the full range of HR functions and assists management in fulfilling their human resources management requirements. Preparing ad-hoc reports and conducts studies and analyses of HR-related functional areas (e.g., attrition rates, and analysis of metrics) to identify trends, potential problem areas and where improvements are needed to include recommendations for accomplishing such. Provide advisory services on staffing and recruitment actions for unique, complex and highly specialized positions. Advises management on all employment mechanisms and recruitment strategies, sources, and alternatives. Providing a full range of external placement and recruitment duties for a large multi-mission, or complex organization, for which innovative and assertive recruiting strategies are needed. Provides managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines. Reviewing recruitment and placement actions and provides guidelines on complex and/or sensitive issues, such as those that differ from past practices, involve highly visible or political situations, or involve nepotism.

Specialized Experience GS-12: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate experience:(1) Using position descriptions to create job analyses for merit promotion recruitments; developing vacancy announcements using an automated staffing system; making qualification determinations to include adjudicating veterans' preference; and issuing Certificates of Eligibles; and(2) Using an automated system to review, code, and process various personnel actions to include appointments, transfers, reassignments, promotions, and special pay actions; and(3) Performing complex pay setting actions; and(4) Drafting technical responses to HR inquiries, problems, and complaints. Specialized Experience GS-13: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate experience:(1) Using position descriptions to create job analyses for merit promotion recruitments; developing vacancy announcements using an automated staffing system; making qualification determinations to include adjudicating veterans' preference; and issuing Certificates of Eligibles; and(2) Using an automated system to review, code, and process various personnel actions to include appointments, transfers, reassignments, promotions, and special pay actions; and(3) Performing complex pay setting actions; and(4) Interpreting Office of Personnel Management (OPM), Departmental, and agency regulations and policies to provide advice and guidance to hiring managers, applicants, and lower-level Human Resources Specialists. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
