Job Summary: This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Management and Policy. Major Duties:
Qualifications: Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. Specialized Experience GS-12: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate experience:(1) Using position descriptions to create job analyses for merit promotion recruitments; developing vacancy announcements using an automated staffing system; making qualification determinations to include adjudicating veterans' preference; and issuing Certificates of Eligibles; and(2) Using an automated system to review, code, and process various personnel actions to include appointments, transfers, reassignments, promotions, and special pay actions; and(3) Performing complex pay setting actions; and(4) Drafting technical responses to HR inquiries, problems, and complaints. Specialized Experience GS-13: Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate experience:(1) Using position descriptions to create job analyses for merit promotion recruitments; developing vacancy announcements using an automated staffing system; making qualification determinations to include adjudicating veterans' preference; and issuing Certificates of Eligibles; and(2) Using an automated system to review, code, and process various personnel actions to include appointments, transfers, reassignments, promotions, and special pay actions; and(3) Performing complex pay setting actions; and(4) Interpreting Office of Personnel Management (OPM), Departmental, and agency regulations and policies to provide advice and guidance to hiring managers, applicants, and lower-level Human Resources Specialists. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
