Major Duties:
Qualifications: Bachelor¿s Degree from an accredited college or university in Education, Counseling, Business or Human Resource Management (Master¿s preferred) in a related field AND minimum of three years¿ experience directly related to, career planning, employment services, or direct advisement of student OR an appropriate combination of education that demonstrates possession of knowledge, skill and ability equivalent to that gained in the above. Expert ability to communicate effectively and professionally in writing and in person with various levels of technical, professional, management and administrative personnel. Must also have skills to organize and coordinate multiple projects simultaneously. Expert ability to work independently and follow through on assigned tasks. Skill in establishing and maintaining effective working relationships using tact, diplomacy, emotional intelligence, confidentiality, and overall professionalism. Must be able to incorporate and rapidly adapt to changing facets, priorities, and procedures. Comprehensive knowledge of the administrative laws, policies, regulations, and precedents applicable to the administration of the career services to include knowledge of the Department of Defense (DoD) and the Marine Corps program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating program accomplishments. In depth knowledge of IGMC functional area checklist process and execution. Highly proficient knowledge of Microsoft Office software suites. Knowledge of management and automated information systems, and software applications. Knowledge of personal and professional development requirements and program execution. Expert ability to ascertain needs from clients and provide appropriate guidance. Knowledge and experience of career coaching, career development and advising techniques to support reintegration, education, and workforce development of clients. Ability to interpret self-assessment results and determine client compatibility and requirements for post-transition goals. Ability to understand workforce standards and labor market trends. Ability to collect, evaluate, and disseminate information and assess and measure the organizations¿ and other serviced populations¿ trends, concerns, and needs. Thorough knowledge of employment matters and principles. Knowledge of and expert ability to evaluate, plan, and deliver training in both classroom and online settings to a wide variety of audiences. Knowledge of and ability to use current education practices in career advisement. Comprehensive knowledge of the administrative laws, policies, regulations, and precedents relevant to supporting a program, including familiarity with Department of Defense (DoD) and Marine Corps program goals, key events, milestones, and methods for assessing program achievements. Proficient in conducting comprehensive research to gather relevant data with expertise in analyzing and interpreting data to inform decision-making and assess program effectiveness. Skilled in synthesizing information to assess program effectiveness identify opportunities for program improvement. Skills in coordinating program activities and initiatives among stakeholders to ensure effective execution and implementation. Skilled in developing and implementing best practices, tools, and strategic goals to optimize program execution and management. Ability to contribute to the formulation, planning, and development of a program, ensuring alignment with organizational objectives and regulatory standards. Adept at supporting the development of policies and procedures aimed at improving program effectiveness and ensuring compliance. Knowledge of conducting resource allocation reviews, procedural inspections, and site visits to ensure adherence to policies and regulations, while monitoring program activities to assess effectiveness and identify improvement opportunities. Skilled in creating and implementing program surveys, audits, and special projects to enhance compliance with regulatory standards and improve the effectiveness of the program. Proficient in fostering collaborative partnerships with both internal and external stakeholders to optimize program outcomes and effectiveness. Skilled in acting as a liaison for program contracts and demonstrating effective engagement with diverse military services and government agencies. Strong verbal and written communication skills to facilitate effective presentations, briefings, and conference calls. Effective written and verbal communication skills to articulate research findings, program recommendations, and collaborate with stakeholders at all levels. Ability to draft thorough and precise documents that effectively convey information, align with the mission and objectives of the Marine Corps, and ensure clarity to meet the needs and expectations of the intended audience. Proficiency in drafting of policies and procedures aimed at enhancing program effectiveness and ensuring seamless implementation across all program facets. Strong attention to detail in data gathering, analysis, and reporting to ensure accuracy and reliability of information used in decision-making processes. Proficiency in managing information on websites, ensuring accuracy, currency, and usability of data. Proficient in developing and reviewing diverse communication materials to effectively convey information with clarity and consistency in messaging. Capable of contributing to the development of methods that ensure standardized and consistent program messaging across the organization by aligning communication strategies with organizational goals and challenges. This position is considered a Non-Critical Sensitive position and the incumbent must possess or be able to obtain and maintain a SECRET (Tier 3) security clearance to access an IT Level II information system. IAW with MCO 1700.31 and all subsequent updates, must possess the Certified Career Services Provider (CCSP) credential, through the National Career Development Association and the Facilitating Career
