The primary purpose of this position is to serve as the installation Housing Element Chief and Asset Manager with responsibility for managing the technical and administrive operations of the element for privatized housing, unaccompanied housing, and furnishing management programs.

Major Duties:

  • Serves as the asset manager at the installation to ensure the health of the privatized housing program. Directs and administers a complex housing program. Develops management plans and directives concerning requirements, operations, utilization of privatized housing (PH), units for General Officers (GO), Unaccompanied Housing (UH), Basic Allowance for Housing (BAH), Furnishing Management Operations (FMO), Leased Housing, and Housing Relocation and Referral Services. Administers the financial management program for the housing privatization project. Directs, organizes and plans the activities of the organization for unaccompanied Housing (UH) Furnishings Management Operations (FMO), and Housing Relocation and Referral Services. Exercises supervisory personnel management responsibilities.

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience Comprehensive knowledge of a wide range of Federal and agency housing policies, requirements, and procedures to provide advisory services to housing management officials at the installation as well as the local base population, and to effect solutions to a variety of difficult and complex problems regarding housing or community facilities, tenants, services, or equipment. Comprehensive knowledge in the identification and application of the latest management concepts and techniques of housing programs to develop and appraise housing policies and procedures. Comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness. Knowledge of private sector methods of management, AF, and MAJCOM housing property/asset management principles, theory, policies, directives, procedures, and legislative authorities, with the capability of adapting and applying established criteria to resolve unique problems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the application of housing property/asset management principles and concepts; and of Federal and DoD housing and furnishing management principles, theory, policies, directives, and procedures. 2. Knowledge of the principles of construction, contract acquisition, and program management. 3. Knowledge of common business accounting principles and procedures and generally accepted financialmanagement principles and standards, and of appropriated fund budget systems to justify budget submissions and contracting provisions to ensure proper negotiations or commitment of government funds. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Ability to analyze interrelated issues of effectiveness, efficiency, and productivity and develop recommendationsto solve problems; to adapt precedents or make significant departures from previous approaches in order to providefor specialized requirements in varying situations; and to read and interpret construction drawings and specificationsto verify construction is adhering to plans and specifications. 6. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
