Heavy Vehicle Compliance Manager

About the role 

We are looking for a Heavy Vehicle Compliance Manager to join our team on a permanent, full-time basis.

As a Heavy Vehicle Compliance Manager, you will be responsible for leading and delivering all aspects of Elders’ Heavy Vehicle compliance program, ensuring the organisation meets its obligations under the National Heavy Vehicle Law (NHVL) and Chain of Responsibility (CoR) requirements. As part of the Elders Safety Team, you will play a central role in supporting safe heavy vehicle operations, reducing compliance risk, and enabling Elders’ transport activities to be carried out confidently, efficiently, and in full alignment with regulatory requirements.

Responsibilities 

  • Lead the growth of Elders’ Heavy Vehicle Compliance function, supporting enterprise-wide compliance transformation and long-term strategy.
  • Define organisational roles, accountabilities, and frameworks for NHVL and CoR, including development and oversight of the Heavy Vehicle Safety Management Framework (SMF).
  • Monitor regulatory and legislative changes, assess impacts, and coordinate timely organisational responses and compliance reporting.
  • Oversee the enterprise-wide compliance execution, including procedures, risk assessments, audits, investigations, and corrective actions across fleet, drivers, contractors, and supply chain partners.
  • Standardise and improve compliance systems, documentation, record-keeping, and performance reporting, including KPIs and dashboards.
  • Develop and deliver heavy vehicle compliance training and competency frameworks in partnership with Learning & Development and safety stakeholders.
  • Act as the primary liaison with regulators, industry bodies, and internal stakeholders to ensure an integrated and aligned approach to heavy vehicle safety.
  • Demonstrate Elders’ values by supporting a positive safety culture, continuous improvement, leadership development, and compliance with workplace health and safety requirements.
     

About you 

  • Strong knowledge of National Heavy Vehicle Law (NHVL) and Chain of Responsibility (CoR) obligations.
  • Experience developing, implementing, or managing compliance frameworks within transport, logistics, or safety-focused environments.
  • Proven capability in conducting audits, inspections, and risk assessments, with the ability to identify gaps and drive corrective actions to closure.
  • Experience designing and delivering training programs and competency assessments to uplift capability across a large operational workforce.
  • Excellent written and verbal communication skills, including preparation of governance papers, procedures, training materials, and audit reports.
  • Demonstrated ability to manage complex initiatives or projects with minimal supervision.
  • Strong stakeholder coordination skills, able to restore momentum and deliver outcomes in challenging environments.
  • Current driver’s licence.
