Job Description

The Head of PCS Portfolio Prioritization will drive strategic decision-making, project intake, and collaborative business-driven prioritization for all development initiatives within PCS, spanning our entire suite of credit and debit products (Consumer and Small Business; USB-branded and partner-branded). This individual contributor role will manage the technology investment journey for PCS—from Strategic Investment Committee (SIC CapEx) to Product Council prioritization and investment portfolio review.

The role requires close collaboration with the Head of PCS, Head of Product, PCS GMs, PCS Centers of Excellence, and enterprise-wide strategy, product, and technology leaders to ensure visibility and alignment in the prioritization process. The individual will be accountable for ensuring that our $250MM+ annual technology investment delivers maximum return and that stakeholders have transparency and input into key decisions.

Key Responsibilities

  • Drive Strategic Prioritization: Oversee and refine the intake and prioritization process for PCS initiatives, ensuring alignment with strategic objectives and business priorities.
  • Process Improvement: Continuously enhance planning and intake processes using data and insights to inform decisions and improve operational efficiency. Implement governance procedures to maintain alignment with enterprise strategy and capital allocation.
  • Roadmap Ownership: Create and maintain an integrated investment roadmap aligned to PCS strategic objectives, covering all credit and debit products and channels.
  • Strategic Partnership: Collaborate with senior leadership across PCS and enterprise teams to establish clear priorities and transparent trade-offs.
  • Framework Development: Define and evolve the methodology for prioritization, ensuring consistency with enterprise strategy and goals.
  • Investment Oversight: Manage the PCS technology investment portfolio, ensuring visibility and accountability for decisions impacting resource allocation.

Basic Qualifications

  • Bachelor’s degree in Business, Management, or related field required; Master’s preferred.
  • 8+ years of experience in strategic planning, portfolio management, or enterprise program management, preferably within financial services or a large, matrixed organization.

Preferred Skills/Experience

  • Experience managing large-scale prioritization processes and working with both agile and waterfall teams.
  • Proven ability to influence senior leaders and develop governance frameworks that guide resource allocation and investment decisions.
  • Highly organized, innovative, and able to synthesize complex data into actionable insights.
  • Deep expertise in strategic planning, prioritization frameworks, and portfolio management.
  • Skilled at driving organizational change and building consensus in matrixed environments.
  • Strong analytical and executive communication skills.
  • Continuous improvement mindset and ability to bring a fresh perspective to established processes.

The salary range reflects figures based on the primary location, which is listed first. The actual range for the role may differ based on the location of the role. In addition to salary, U.S. Bank offers a comprehensive benefits package, including incentive and recognition programs, equity stock purchase 401(k) contribution and pension (all benefits are subject to eligibility requirements). Pay Range: $149,515.00 - $175,900.00
