JOB DESCRIPTION SUMMARY: 

The Financial Analyst Senior is responsible for Jefferson County's financial reporting and analysis, payroll administration, purchasing, inventory and fixed asset control, processing accounts payable and accounts receivable, preparing monthly billings for grants and mortuaries, accounting for debt service, general fund and other county funds. Performing a variety of complex and professional accounting functions including the preparation of county financial reports, debt reporting and compliance, and grant reporting. Analyze and prepare various financial, fiscal and accounting reports and records. Prepare and review financial reports and schedules for internal and external use. Prepare journal entries as needed to ensure accurate financial reporting. Review general ledger account activity for precise fiscal reporting and ensuring that data entered into the financial management system is accurate and in accordance with generally accepted accounting principles (GAAP) for local governments. Assist department directors, county and state personnel, vendors and the public by providing general fiscal information and advice. 

 

 

SCHEDULE: 

This position operates on a hybrid schedule, working primarily remote, 40 hours per week, Monday- Thursday. Personal Choice Work Model: Employees can work with their supervisor to develop a personal choice work model and schedule that works best for them and ensures all role expectations are met.   

 

COMPENSATION:  

Hiring Range: $90,000 - $95,000 USD Annually 

Compensation will be determined based on education, experience and skills.

ESSENTIAL DUTIES: 

 

  • Create new and update established internal management reports relating to county debt, sales tax, census, and Internal Revenue Service (IRS) filings. Prepare footnotes, continuing disclosure, and statistical tables for the Comprehensive Annual Financial Report (CAFR). Primarily responsible for preparation and/or acting as liaison for external financial reports such as the Cost Allocation Plan and Schedule of Expenditures Federal Awards (SEFA). Debt related reporting includes managing continuing disclosure reporting requirements of outstanding debt and ensure documents are filed timely with the Municipal Securities Rulemaking Board (MSRB), and other necessary entities. Preparation of annual Tax Payer Bill of Rights (TABOR) calculation.  

  • Analysis: Review the county’s general ledger to ensure proper accounting is in place for debt, grant, and other data to ensure accurate financial reporting. Analyze county sales taxes to ensure proper collections have occurred. Perform analysis for contract proposals and other project related analysis as requested by county management.  

  • Interact with other agencies and departments serving as Liaison between consultants and county divisions and departments:  Work includes close communication with auditors, cost allocation consultants, arbitrage compliance specialists, bond counsel, county legal staff, and state and Federal agencies to ensure accurate financial reporting and compliance with Federal and state requirements.  

  • Attend seminars, conferences, workshops, classes as appropriate to enhance and maintain knowledge of trends and developments in the field of governmental accounting and municipal financing. Review professional journals and procedural manuals, attend association and professional meetings, and otherwise maintain contacts with governmental accounting professionals to facilitate exchange of information.  

  • Prepare journal entries and ensure reconciliations are complete for CAFR, SEFA, and Cost Allocation reporting. Prepare statistical tables, footnotes, and disclosures pertaining to county debt, investments, and other related GAAP and Government Finance Officer Association (GFOA) reporting requirements.  

  • Review the financials on a monthly basis and create budget amendments in Workday. Assist staff with grant budgets, assist with the department annual budget, review expense report and transactions in Workday, create correcting entries, assist with AR, AP and grant invoices when needed, assist with preparing the financial statements, perform account reconciliations and prepare indirect 

  • Other duties and responsibilities as assigned.

Minimum Qualifications:  

Experience: A minimum of three years of experience;   

Education: Bachelor’s degree in Finance, Accounting or related field 

*Note: An equivalent combination of education and experience is acceptable. 

 

Preferred knowledge, skills and abilities: 

  • Previous accounting experience related to grant funding.   

  • Bookkeeping or accounting technician experience strongly preferred.   

  • Experience with the enterprise system, Workday, highly preferred.   

  • Experience in government accounting, and familiarity of the levels of government.   

  • High attention to detail   

  • Ability work independently and as a part of a team   

  • Ability to understand and interpret general accounting principles and audit regulations while communicating these rules to internally and external customers.   

  • Excellent organization skills to ensure accuracy and deadlines are met  

  • Superior interpersonal, written, and verbal communication skills   

  • Ability to interpret and disseminate complex data  

  • Able to manage various tasks and deadlines  

  • Able to prioritize multiple competing priorities and deadlines   

  • Ability to communicate effectively to different stakeholders  

 

 

Additional Job Information: 

  • Criminal History and MVR Background Checks are required for every position.
