Job Description:

Hitachi Rail is looking for an enthusiastic self-motivated Head of Maintenance - Honolulu Project.  As the successful candidate your ideas for continuous improvement and creativity are welcome.  The position is based in Pearl City, HI.

Primary Responsibilities:

  • Foster a positive, professional work environment and model professional behavior.
  • Has management knowledge and experience in employee accountability while maintaining employee morale.
  • The following seven managers directly report to the Head of Maintenance,
    1) Maintenance of Way, 2) Automatic Train Control and Platform Screen Gate,
    3) Communications, ATS, and SCADA, 4) Traction Power, 5) Facilities,
    6) Rolling Stock & Depot Equipment, 7) Warehouse.
  • Expect to work in the office and in the field within the 7 maintenance departments.
  • Provides leadership, direction and management of inspection and maintenance activities in the following areas: track and structures, automatic train control (automatic train protection, operation and supervision) and platform screen gate systems (PSGS), Communications and networks, signal control and data acquisition (SCADA), traction power substations, facilities, automated rail transit vehicles (rolling stock) depot equipment, and warehouse management.
  • Maintains a required level of technical knowledge to oversee and contribute to the resolution of complex problems.
  • Overall accountability and responsibility for 109 maintenance employees (38% of O&M) in 7 different departments.
  • Working in a union environment and within parameters the collective bargaining agreement (CBA).
  • Values and demonstrates safety as a top priority for all maintenance activities and employees.
  • Overall accountability and responsibility for the 9-million-dollar annual maintenance budget (not including labor). Annually develop, monitor and execute maintenance budget without exceeding budget amounts.
  • Monitor purchase order balances, invoices, expense reports, and budget tracking.
  • Meets quarterly with the O&M Cost Controller to ensure budget is not exceeded and accurate quarterly budget reports are created and discussed with the Director and Deputy Director.
  • Ensure proper functionality of the O&M Maximo system (maintenance management information system). Including preventative maintenance (PM) scheduling of work orders for each department and each asset within each department (~54K assets). Efficient processing of PM and corrective maintenance (CM) work orders. Warehouse inventory is properly tracked, and re-order levels are established.
  • Ensure PM and CM monthly reporting is aligned with monthly maintenance key performance indicators (KPIs) and goals.
  • Ensures tools and test equipment maintain calibration and are recorded in Maximo.
  • Establishes and promulgates operating rules and regulations related to maintenance; assists in the planning and development, management and implementation of maintenance policies; ensures the enforcement of safety policies and programs; reviews problem or potential problem areas to ascertain the need for changes; develops scheduling and control procedures for each of the maintenance departments.
  • Review and update of Maintenance Service Plans (MSPs) for each department.
  • Ensure maintenance work instructions are created, reviewed and the latest revisions are linked to PM work orders in Maximo.
  • Coordinates with the Engineering Department on the overhaul program.
  • Manage Voyager Fleet credit cards for fueling of company vehicles.
  • Willingness to work flexibly and efficiently in support of the project, which may include working early or extended hours and weekends as needed.
  • Perform other responsibilities associated with this position as requested by the Directors. 

Required Skills and experience:

  • Overall 10 years of experience in an engineering or maintenance role
  • Minimum 5 years’ experience in a rail transit maintenance or engineering environment with at least 3 yrs proven experience in a rail transit managerial role in a maintenance or engineering department.
  • Proficient in MS Office package.
  • Experience with Maximo or other maintenance management information system (MMIS).
  • Knowledge of systems such as SAP, Maximo, HiNext, ADP, and other corporate software.
  • Experience with budget and cost estimation.
  • Experience with rail transit Maintenance procedures, maintenance work instructions, safety rules and regulations.
  • Strong interpersonal skills with the ability to effectively lead a large department and maintain morale while building teamwork and accountability.
  • Excellent communication skills, both written and verbal.
  • Ability to maintain a rapport with employees, other personnel and our client (Department of Transportation Services, DTS) and the ability to deal courteously and effectively with others.
  • Ability to communicate effectively across multiple maintenance departments and at various organizational levels.

Education:

  • Bachelor’s in Engineering, Business Management, or a related discipline or equivalent technical experience.

Languages:

  • Fluent in English, both written and verbal.

The salary range for this position is $123,000 - $184,500 per year. Final pay is determined by the candidate’s experience, skillset and ability level, internal equity and location.
