Job Summary: As a GSA SmartPay Specialist, you will support the existing GSA SmartPay program and provide foundational support for developing and implementing future program enhancements and expansions. Location determined upon selection. This position is in The Center for Charge Card Management (CCCM) which is responsible for the strategic management, development, and promotion of the GSA SmartPay program. We are currently filling two vacancies, but additional vacancies may be filled as needed.

Major Duties:

  • As a GSA SmartPay Specialist at the full performance level you will: Serve as the primary point of contact for assigned customer agencies, managing service inquiries, analyzing problems, and developing solutions related to the GSA SmartPay program. Serve as a liason between agency customers and banks. Coordinate and conduct training sessions, including annual conference presentations and internet-based training (developing content and providing Tier-1 technical website support). Prepare and analyze statistical data, offering recommendations on market segments to maximize revenue generation. Assist with contract administration, including developing and implementing contract updates, resolving disputes, and performing close-out activities. Provide audit support for Inspectors General.

The GS-09 salary range starts at $62,640 per year. Locality pay may vary. The GS-11 salary range starts at $75,788 per year. Locality pay may vary. The GS-12 salary range starts at $90,838 per year. To qualify for the GS-09, you must have at least one year of specialized experience equivalent to the GS-07 level or higher in the Federal service. Specialized experience is defined as experience performing administrative or technical support duties related to commercial charge card programs, which involves assisting with program and technical inquiries, assist with contract-related activities (cost-price analysis, negotiations, reviewing statistical/financial data, etc.), preparing materials for training and marketing initiatives, gathering and organizing data for financial and trend reports, and verifying adherence to established program procedures. OR Education may be substituted for specialized experience if you have a Master's (or equivalent graduate degree such as LL.B. or J.D. as specified in qualification standards or individual occupational requirements), or two academic years of progressively higher level graduate education. To be creditable, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Have a combination of qualifying graduate education and specialized experience that when combined together meet the qualification requirements of this position. To qualify for the GS-11, you must have at least one year of specialized experience equivalent to the GS-09 level or higher in the Federal service. Specialized experience is defined as experience supporting GSA SmartPay or commercial charge card programs, which involves providing program and technical assistance, assisting with contract administration, contributing to training and marketing initiatives, collecting data for financial and trend analyses, and monitoring aspects of program compliance. OR Education may be substituted for specialized experience if you have a Ph.D. or equivalent doctoral degree or have successfully completed three full years of progressively higher level graduate education leading to such a degree or LL.M., if related. To be creditable, such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Have a combination of qualifying graduate education and specialized experience that when combined together meet the qualification requirements of this position. To qualify for the GS-12, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service. Specialized experience is defined as experience managing GSA SmartPay or other commercial charge card programs, which includes providing program and technical support, administering contracts, developing and delivering training and marketing, conducting financial and trend analyses, and ensuring program compliance. A panel of Subject Matter Experts (SMEs) will review the resumes of qualified candidates and assign a score for each of these five required Knowledge, Skills, and Abilities (KSAs), for each grade, based on the experience documented in the resume and narrative responses below. GS-9: Knowledge of GSA SmartPay or other commercial charge card program objectives, technical terminology, and uses of services procured sufficient to apply standard procedures to respond to customer inquiries, identify routine issues, and support the administration of program activities under guidance. Knowledge of business management, financial management, customer service and marketing management principles and procedures to perform research, compile data and serve on project teams. Knowledge of major Government acquisition operations including their policies and procedures. Knowledge of business theories and implementation strategies to improve the direction of business management and development. Ability to communicate effectively, written or orally, to convey study findings to higher graded specialists and/or the supervisor. GS-11: Knowledge of GSA SmartPay or other commercial charge card program objectives, technical terminology, and uses of services procured sufficient to analyze customer requests, resolve non-routine issues, and independently administer program activities, including contributing to planning and implementation of program actions. Ability to communicate effectively with agency and organization customers and contractor administrators for training purposes and technical support. Knowledge of charge card management best practices, benchmarks, and performance metrics to assist in program monitoring and assessments. Knowledge of Federal contract principles and procedures of government-wide and/or commercial charge card services to support acquisition planning activities. Ability to collect and organize data to support responses to information requests from GAO, Congress, Office of Management and Budget (OMB) and other regulators. GS-12: Knowledge of GSA SmartPay or other commercial charge card services and program objectives, technical terminology, and uses of services procured sufficient to independently manage administration of the program, provide guidance to stakeholders, and evaluate complex issues. Communication skills required to effectively translate and articulate complex or sensitive technical information to diverse stakeholders, including agency leadership, organizational customers, and contractor administrators. Knowledge of charge card management best practices, benchmarks, and performance metrics to make recommendations and improve program efficiency and oversight. Knowledge of Federal contract principles and procedures applicable to the centralized acquisition and administration of government-wide and/or commercial charge card services to participate in acquisition planning and resolve contract administration issues. Ability to work closely with other agencies or departments to develop, coordinate, and deliver responses to information requests from GAO, Congress, Office of Management and Budget (OMB) and other regulators.
