Position Summary
This position is built upon deep understanding of government, parliament, and public policy systems, with more than eight years of professional experience, and plays a key role in driving the company's innovation treatment policy access enhancement and proactive management of policy risks.
The GA Partner is a Policy Architect who enables the company’s mid-to-long-term goals through Health System Shaping, End-to-End Commercialization (connected with Access, Medical, and the Squads), and enterprise-wide alignment under the One Pharma strategy.
Externally, the role builds strategic collaboration with key stakeholders. Internally, the role supports cross-functional alignment to enable seamless execution of the company’s strategy.
This position delivers tangible policy outcomes based on autonomy and accountability, and represents the company’s strategic interests clearly in internal and external decision-making processes.
The role works closely with APAC and Global GA teams to ensure consistent alignment.
Your Key Responsibilities
1. External Stakeholder Monitoring, Engagement & Relationship Management
(Ministry of Health and Welfare · National Assembly · Patient Groups · Industry)
Ministry of Health and Welfare and affiliated agencies: Develop and implement collaboration strategies to ensure Roche’s perspectives are reflected in policy decision-making processes.
National Assembly: Monitor National Assembly audits, budget deliberations, and standing committee issues; plan and operate policy roundtables and forums.
Patient Groups (PAG): Identify patient-value–based policy agendas and operate joint policy projects.
Healthcare Industry & Associations: Build strategic partnerships with key organizations such as KRPIA and implement activities to improve the external operating environment.
Any other policy related work as defined by the company.
2. Internal Alignment and One Pharma Collaboration System
(Internal Collaboration + Enterprise-wide Policy Architect Role)
Provide policy foundations to ensure seamless End-to-End Commercialization in collaboration with Medical, Market Access, Marketing and other functions.
Perform the Policy Architect role that translates enterprise-wide strategy into policy direction and action.
3. Policy Strategy, Risk Management & Issue Shaping
Real-time monitoring of government and National Assembly policies and trends.
Early detection of pricing, reimbursement, regulatory, and budget risks, and development of proactive Risk Mitigation/Contingency Plans.
Develop medium-to-long-term policy roadmaps to shape the policy environment in ways that align with and support company strategy.
Conduct internal reporting on policy and regulatory issues and coordinate cross-functional responses.
4. Health System Shaping & Strategic Policy Advocacy
Build policy agendas for health system improvement and promote government partnerships.
Develop mid-to-long-term policy pathways that expand patient access.
Plan Health System Shaping projects to enhance the clarity and visibility of Roche Korea’s activities.
5. Leadership, Governance & Regional / Global Alignment
Support LT-level policy discussions by preparing policy briefs, scenario analyses, and impact assessments on key portfolio, access, and investment-related issues.
Coordinate cross-functional working groups on priority policy topics (e.g., pricing and reimbursement changes, Early Cancer initiatives, I4G/IPC implementation) and ensure timely follow-up and execution.
Provide Korean policy insights to APAC and Global GA teams and support alignment activities led by the GA Director.

Minimum of 8 years of professional experience, including at least 4 years in one of the following:
government, National Assembly, pharmaceutical policy, public policy.
-Education : Bachelor’s degree or higher (required).
