Global Programme Manager
The Global Programme Manager for the Fugitive Gas & Fugitive Emissions Programme leads the development, deployment, operation, and continuous improvement of a robust, systematic approach to identify, measure, report, and reduce fugitive emissions—including refrigerants (f-gases)—from pressurized equipment and systems across HSBC’s property portfolio. The role integrates best practices, ensures compliance with all relevant legislation, and proactively supports HSBC’s Net Zero, ESG, and overall sustainability objectives. The position is responsible for engaging stakeholders, establishing governance, implementing innovative solutions, and driving continuous improvement throughout all stages of fugitive emission management.
Key Responsibilities
Identification & Inventory
Map and inventory all equipment and systems with potential for fugitive emissions (e.g., HVAC systems, refrigeration units), ensuring complete and up-to-date asset registers with relevant emission-related fields.
Collaborate with facility managers, site leaders, and technical teams to comprehensively document and routinely review all emission sources across HSBC’s property portfolio.
Measurement & Monitoring
Develop and implement systematic processes for regularly gathering data on refrigerant use, leak events, maintenance activities, and emissions metrics.
Lead routine inspections, leak detection tests, and maintenance procedures to identify and quantify fugitive emissions, applying rigorous quality control to verify data integrity and completeness.
Calculate and benchmark total fugitive emissions and leak rates against industry standards to support strategic decision-making.
Reporting
Collect, consolidate, and validate fugitive emission data for sustainability, regulatory, and ESG disclosures (including GHG inventories).
Produce regular (monthly, quarterly, annual) transparent reports at the property, territory, and account levels identifying emission sources, quantities, and trends.
Maintain robust audit trails and supporting documentation for regulatory compliance and stakeholder transparency.
Integrate fugitive emission data into business intelligence dashboards and analytics for ongoing monitoring and review.
Reduction & Continuous Improvement
Develop and implement targeted reduction initiatives, such as preventive maintenance, rapid leak detection and response, and adoption of low-emission technologies.
Train facility managers, technical teams, and contractors in best practices for emission prevention, leak repair, and regulatory compliance.
Regularly review and update procedures to incorporate advances in technology, lessons learned, new regulatory requirements, and industry best practices.
Set annual reduction targets and benchmark performance against internal and external standards, directly supporting HSBC’s Net Zero and ESG objectives.
Engage suppliers and contractors to ensure alignment with HSBC’s emission reduction and reporting requirements.
Stakeholder Engagement & Governance
Lead engagement with key stakeholders (including HSBC Corporate Sustainability, site leaders, and technical teams) to ensure clear communication and alignment on goals, roles, and responsibilities.
Establish governance structures for oversight, escalation, and continuous review of fugitive emission management performance and progress.
Communicate programme objectives, milestones, challenges, and achievements to internal and external stakeholders through established reporting channels.
Legislation, Compliance & Client Solutions
Continuously monitor, forecast, and interpret legislative and regulatory changes affecting fugitive gas and emissions reporting, ensuring proactive adaptation of HSBC’s programme.
Support operational teams in assessing impact and developing practical, compliant solutions for client review and approval to maintain ongoing regulatory alignment.
Ensure all programme activities and reporting meet or exceed applicable regulatory and client standards across all territories.
Requirements
Bachelor’s degree in Engineering, Environmental Science, Programme Management, or related field (advanced degree preferred).
Minimum 8 years’ experience in global programme management, environmental/engineering project delivery, or operational excellence, ideally within sectors focused on GHG/fugitive emission management.
Proven expertise in emissions tracking and mitigation, regulatory compliance, asset management, and capital/operational planning.
In-depth knowledge of refrigerants/f-gases, fugitive emission sources, relevant regulatory frameworks (e.g., EPA, EU F-Gas), and ESG reporting mechanisms.
Strong stakeholder engagement, governance establishment, and change management skills.
Demonstrated ability to analyze complex data, ensure data integrity, and communicate findings to diverse audiences.
Strong project management, organizational, and leadership skills.
Excellent written and verbal communication; ability to translate technical, legislative, and operational changes into actionable business solutions.
Willingness to travel internationally as required (approx. 20-30%)
